Objectives

To procure and securely install digital gun safes at Ekombe Hospital and designated health facilities for the safekeeping of firearms belonging to visitors and patients, ensuring compliance with provincial health department security standards.

Scope

The contract entails a once-off supply and installation of two (2) digital gun safes. The successful bidder must deliver the items to the prescribed hospital location, with all transportation, handling, and installation costs fully inclusive in the quoted price. The quotation validity period is ninety days, and the contract period is fixed as a single delivery event.

Technical Requirements

• Construction: Minimum 3 mm thick body plate steel and minimum 6 mm thick door plate steel to resist prying and drilling.
• Locking Mechanism: Solid steel locking bolts (minimum 15/16-inch diameter or multi-directional) paired with concealed or internal hinges to prevent exterior tampering.
• Access Control: Programmable digital keypad locks with anti-tamper or auto-lockout functionality triggered after multiple incorrect PIN entries.
• Backup Power: External battery terminals (e.g., 9V connection or USB-C) and mechanical override keys to ensure access during internal power depletion.
• Physical Specifications: Weight ranging from approximately 3 kg to 15 kg, classified as high-quality, new, and unused equipment.
• Sample Submission: A photographic sample must be provided prior to the evaluation stage for verification against specifications.
• Product Validity: All supplied items must have a minimum remaining shelf life or validity period of six months upon delivery.

Skills Requirements

The tender does not mandate formal trade certificates or specialised qualifications. Bidders are expected to deploy competent personnel capable of safely transporting, positioning, and mechanically installing the safes according to manufacturer guidelines and hospital security protocols. Implied competencies include basic assembly, keypad programming, power terminal integration, and adherence to site-specific safety procedures.

Notable Terms & Conditions

Preferential Procurement System (80/20): The evaluation uses an 80/20 scoring model where eighty percent of points are allocated to price competitiveness and twenty percent to specific transformation goals. Full preference points are awarded exclusively to enterprises that are one hundred percent owned by Black Africans.

Central Suppliers Database (CSD): Bidders must be registered on the national CSD portal. This database consolidates tax clearance status, Broad-Based Black Economic Empowerment (B-BBEE) credentials, and legal business standing, serving as the primary verification tool for public sector procurement compliance.

Penalties & Termination: Delayed delivery incurs daily financial penalties calculated using the current prime interest rate. The purchaser reserves the right to terminate the contract for default, claim damages for substitute procurement, or impose a temporary restriction on future public sector contracts in cases of non-compliance, fraud, or insolvency.
