Objectives

The primary objective is to secure a qualified contractor to supply and install galvanized net wire shelters at the Outpatient Department (OPD) of Hlabisa Hospital. The project aims to improve perimeter security and structural protection while ensuring minimal disruption to hospital operations through careful management of existing fixtures.

Scope of Work

The contractor will deliver and erect net wire enclosures across two designated zones within the hospital grounds. Core responsibilities include:

• Procuring and installing dipped galvanized net wire according to precise dimensional and material specifications.
• Removing three existing light fixtures prior to construction and safely reinstalling them upon project completion.
• Ensuring all netting is tensioned correctly and secured without sagging.
• Participating in a mandatory site meeting to review access, safety protocols, and installation logistics.

Technical Requirements

All execution must adhere to strict technical and administrative standards:

• Material Specifications: Net wire must be 0.7mm thick, 600mm wide, with a uniform 13mm aperture.
• Installation Zones: Coverage is required for two areas measuring 35m × 3m and 25m × 1m respectively.
• Quality Control: Installations must be taut, properly anchored, and free from loose or uneven sections.
• Payment Documentation: Final settlement is contingent upon submission of a completed service report per unit, an original tax invoice, and a signed site handover certificate. Failure to provide these will classify the project as incomplete.
• Mandatory Attendance: A compulsory site meeting is scheduled for 21 September 2026 at 11:00 at the hospital’s SCM gate.

Skills and Qualification Requirements

Bidders must demonstrate formal accreditation and operational readiness:

• Hold a valid Construction Industry Development Board (CIDB) 1 GB contractor registration.
• Submit a current letter of good standing from relevant regulatory or financial bodies.
• Possess practical expertise in civil construction, fencing erection, and basic electrical fixture handling.
• Complete registration with the hospital’s Maintenance Department upon mobilisation to enable payment processing.

• CIDB 1 GB: Refers to the South African Construction Industry Development Board grading framework. Grade 1GB denotes a contractor certified for small-scale building and civil engineering works, typically up to a defined monetary threshold.
• Dipped Galvanised Net Wire: Steel wire mesh subjected to hot-dip galvanization, where it is immersed in molten zinc to create a durable, corrosion-resistant coating essential for long-term outdoor use in healthcare environments.
• Site Handover: A formal contractual document executed by both the contractor and facility management, confirming that all works comply with specifications and officially transferring custody of the completed installation back to the institution.
