Objectives

The primary objective is to upgrade the management office block at Inanda Community Health Centre by procuring, delivering, and installing a fully functional kitchenette alongside complementary building improvements. The project aims to enhance facility utility while maintaining operational continuity within an active healthcare environment.

Scope of Work

The successful bidder will execute a comprehensive package of installation and renovation works, including:

• Supply and installation of a 900mm × 900mm kitchenette unit equipped with a single-bowl sink, hot and cold mixer, and white Mila Miller board cabinetry.
• Installation of a 2.5m × 2.30m aluminium door and frame, plus 500mm × 500mm aluminium windows.
• Installation of a BTU 9000 split air conditioner in the designated staff room.
• Supply and fitting of specified PVC venetian blinds across multiple rooms, with dimensions verified on-site.
• Application of dark window tinting across approximately 20 square metres of main building glass.
• Removal of existing wall tiles and repair of one square metre of vinyl flooring.
• Execution of all associated electrical connections (using 2.5mm surface wiring from the distribution board) and plumbing works (utilising 15mm copper supply pipes and 50mm PVC waste lines).
• Provision of a project safety file, skilled labour, and transport.

The contract period is strictly two weeks from the date of site handover. Works must be scheduled to minimise disruption to ongoing clinic operations, potentially requiring after-hours or weekend execution.

Technical Requirements

All goods and works must comply with South African Bureau of Standards (SABS) specifications. Key technical mandates include:

• Kitchenette construction must exclusively use white Mila Miller board.
• Plumbing must utilise 15mm copper pipes for supplies and 50mm PVC for waste, with all piping chased into walls and professionally patched.
• Electrical installations must use 2.5mm surface wiring routed directly to the distribution board.
• Blinds must be 25mm PVC venetian style in dove bronze; exact measurements must be taken on-site prior to fabrication.
• Window tinting must be dark shade, with physical samples submitted for departmental approval.
• The contractor is fully responsible for debris removal, site cleaning, and rectifying any accidental damage to existing structures at their own cost.
• Bidders must confirm they possess and will utilise the latest approved project drawings throughout execution.

Skills and Qualification Requirements

• Registration & Compliance: Minimum CIDB construction grading of GB1. Valid Central Suppliers Database (CSD) registration with an active tax clearance status is mandatory.
• Corporate Documentation: Submission of CIPC registration documents, a valid B-BBEE verification certificate or sworn affidavit, and proof of financial capacity.
• Trade Competency: Demonstrated expertise in carpentry, plumbing, electrical installation, glazing, and window tinting.
• Operational Capability: Proven ability to execute works in live healthcare facilities while adhering to strict health, safety, and noise/dust control protocols.
• Performance Security: Provision of a signed certificate of completion from a previous client may be required for reference purposes.

Explanation of Key Terms and Conditions

• CIDB GB1 Grading: A foundational construction registration category permitting contractors to undertake small-scale projects valued up to R1 million.
• 80/20 Preference Point System: A statutory evaluation model weighting 80 points on competitive pricing and 20 points on transformation goals, specifically favouring enterprises with ≥51% Black South African ownership.
• Contract Guarantee: A financial security instrument (typically a bank guarantee) required upon award to protect the purchaser against contractor default or non-performance.
• Sample Submission Protocol: The top three scoring bidders will be formally requested to submit physical samples of blinds and window tinting. Award is contingent upon departmental approval of these samples.
• SBD Declarations: Standard South African government procurement forms requiring full transparency regarding director/shareholder relationships with public officials and formal claims for preferential procurement points.
