Objectives

The primary objective is to procure and install a secure, climate-controlled storage facility for pharmaceutical medicines at Nkonjeni Hospital’s pharmacy. The project aims to ensure safe, compliant, and temperature-regulated storage conditions while expanding operational capacity through a dedicated modular structure.

Scope of Work

The contractor will execute a complete turnkey installation comprising civil works, structural assembly, electrical fit-out, and HVAC integration. Key activities include:

• Site excavation, trench preparation, and foundation construction using reinforced concrete and brickwork.
• Delivery, positioning, and securing of a 12-metre shipping container.
• Installation of electrical infrastructure from the hospital’s main distribution board to the container, including weather-proof sub-distribution boards, internal circuitry, lighting, and power outlets.
• Fitting of security doors, ventilation windows, shelving systems, protective flooring, and an air-conditioning unit.
• All work must be completed within a strict 25-day contract period.

Technical Requirements

• Container Specifications: 12m x 2.4m x 2.4m high, painted dove grey externally and white internally.
• Security & Access: Double swing steel door with heavy-duty locking mechanism; two aluminium windows fitted with shatterproof glass.
• Ventilation & Climate Control: Minimum four air vents plus a 12,000 BTU dual-inverter split air conditioner providing both heating and cooling.
• Internal Layout: Fixed steel shelving along perimeter walls and a central braced rack, maintaining 200mm floor clearance and 400mm ceiling clearance.
• Flooring: Waterproof, damp-proof, water-tight, and rodent-proof treatment.
• Electrical Systems: 80A three-phase main breaker, weather-proof 4-way DB (60A), internal DB with dedicated breakers for lighting, AC, and sockets, plus 4-foot fluorescent fittings.
• Compliance: All materials must meet SABS standards. A valid PS1 Electrical Certificate of Compliance is mandatory upon completion. Contractors must submit a detailed OHS-compliant safety plan prior to commencement.

Skills and Qualification Requirements

• Valid CIDB contractor grading of 1ME/EB & IGB.
• Demonstrated experience with comparable projects, supported by at least one order confirmation and completion certificate.
• Proven capacity to execute and deliver the project within stipulated timelines.
• Valid quotations from original equipment manufacturers or authorised suppliers for key components.
• Active registration on the Central Suppliers Database (CSD) and compliant tax clearance status.
• Submission of a comprehensive health and safety plan aligned with the Occupational Health and Safety Act.

• CIDB Grading: A South African Construction Industry Development Board classification that verifies a contractor’s financial, technical, and managerial capacity to undertake public sector construction projects.
• PS1 Certificate: An official Electrical Certificate of Compliance issued by a registered electrician, confirming that all electrical installations meet national safety standards.
• 80/20 Preference Point System: A procurement evaluation model where 80% of scoring is based on competitive pricing and 20% is allocated to socio-economic transformation goals, such as ownership by historically disadvantaged individuals.
• CSD Registration: A mandatory National Treasury database where all entities must register to conduct business with South African government departments, ensuring transparency and supplier verification.
