Overview

The Department of Health, KwaZulu-Natal, is inviting quotations for the supply and installation of a storage container for the pharmacy at Nkonjeni Hospital. This is a once-off contract with a 90-day validity period.

Objectives

The primary objective is to procure and install a secure, durable, and appropriately equipped storage container to serve as a pharmacy storage area for medicines at Nkonjeni Hospital. The container must be delivered, installed, and fully operational, including all electrical connections and shelving, to meet the hospital's storage needs.

Scope of Work

The scope includes the complete supply, delivery, and installation of a 12m x 2.4m x 2.4m high container at the hospital. The work encompasses all necessary electrical work, from connecting to the main distribution board to installing internal lighting and power points, as well as the installation of shelving and an air-conditioning unit. The contractor is responsible for all labour, transport, and materials, and must provide their own water and electricity during installation. Work is restricted to weekdays, and all rubble must be removed in compliance with the Occupational Health and Safety Act.

Technical Requirements

The container must meet a detailed specification, including:

• Structure: 12m x 2.4m x 2.4m high, damp-proof, watertight, and rodent-proof.
• Features: One aluminium window with shatterproof glass on both sides, a double swing steel door with a bolt and lock, and a minimum of 4 air vents.
• Interior: Rows of fixed steel shelving along the walls with a central rack, leaving sufficient aisle space. Floor clearance of 200mm and ceiling clearance of 400mm. The floor must have a waterproof covering.
• Finishing: Exterior painted dove grey, interior painted white.
• Electrical Work: Supply and install a 6mm 4-core armoured cable, an 80A three-phase circuit breaker at the main DB, a weatherproof 4-way DB with a 60A circuit breaker, internal DB with breakers for lights and plugs, and 4-foot fluorescent fittings.
• Climate Control: Supply and install a 12000 BTU split air conditioner (heating and cooling) with a dual inverter compressor, fitted to the rear of the container.
• Compliance: The contractor must issue a certificate of compliance for all electrical connections. All materials must be SABS approved.

Skills and Compliance Requirements

Bidders must meet the following pre-qualifying criteria:

• CIDB Grading: Must have a CIDB grade of 1GB or higher.
• Experience: Must provide proof of experience with projects of a similar nature, including at least one order and a completion certificate.
• Compulsory Site Meeting: Attendance at the compulsory site meeting is mandatory for qualification.
• Documentation: Bidders must complete and submit all required forms, including the official price page, SBD4 (Bidder's Disclosure), and SBD 6.1 (Preference Points Claim Form).
• Tax and Registration: Bidders must be registered on the Central Supplier Database (CSD) and be tax compliant.

Evaluation Criteria

Quotations will be evaluated in stages:

1. Stage 1: Administrative and mandatory compliance, including submission of all required documents and proof of CIDB grading and experience.
2. Stage 2: Capacity to deliver, checking for any history of defaulting on previous orders.
3. Stage 3: Compliance with the technical specification.
4. Stage 4: Price and preference points, using the 80/20 system. A maximum of 20 points will be allocated to companies that are at least 51% owned by Black People, supported by a B-BBEE certificate or sworn affidavit.
