Objectives

The primary objective of this tender is to procure, deliver, and professionally install a single 24,000 BTU split-type air conditioning unit at the NHLS Cala Laboratory. The installation must provide reliable heating and cooling to maintain optimal laboratory environmental conditions while adhering to public sector procurement regulations and healthcare facility operational standards.

Scope of Work

• Supply and install one 24,000 BTU midwall split inverter air conditioner with integrated heating and cooling functions.
• Install a dedicated 30-amp single-phase isolator connected to the main distribution board, including a 20-amp circuit breaker, appropriate cabling, PVC trunking, conduit bends, and termination accessories.
• Execute required wall repairs, surface preparations, and finishing works in accordance with the provided specifications.
• Coordinate all installation activities in phased stages to accommodate ongoing laboratory and hospital operations. Work may require after-hours or weekend scheduling and must strictly avoid vibrations or disruptions to sensitive electronic equipment and adjacent operating theatres.
• Provide a valid electrical Certificate of Compliance (COC) upon successful commissioning.
• Allow for a discretionary contingency amount of R2,500 at the Principal Agent's direction.

Technical Requirements

• Air conditioning unit must utilize inverter technology and R410A refrigerant.
• Approved manufacturers include LG, Carrier, York, Samsung, Daikin, or functionally equivalent alternatives meeting the same performance and warranty standards.
• All materials, fittings, and electrical components must hold current SABS approval.
• Piping and cabling must be routed exclusively through structural walls (never glass panes) and concealed within PVC trunking or ducting.
• Contractor bears full responsibility for structural damage caused during installation.
• Works are subject to a 12-month guarantee and maintenance period following practical completion.
• A 5% retention fee will be withheld for three months post-completion to secure defect rectification.
• Late delivery incurs a penalty of 1% of the total contract value per calendar day.

Skills and Qualification Requirements

• Valid Construction Industry Development Board (CIDB) registration at Grade 1ME or higher.
• Certified Refrigeration and Air Conditioning trade qualification.
• Employment of registered electricians for all power connections and distribution board wiring.
• Appointment of a qualified project supervisor or foreman to monitor site execution and enforce NHLS quality standards.
• Proven experience executing mechanical/electrical installations within active healthcare or laboratory environments.
• Mandatory submission of SARS tax compliance verification, Central Supplier Database (CSD) registration, and valid Broad-Based Black Economic Empowerment (B-BBEE) documentation.
