Objectives

The primary objective of this quotation is to procure and execute the supply, delivery, installation, and replacement of kitchen cupboards, cupboard doors, mortise locks, storage cupboard doors, and working desks across multiple Primary Healthcare (PHC) facilities under Benedictine Hospital. The project aims to upgrade clinical and administrative infrastructure while ensuring strict compliance with public sector procurement regulations, occupational health and safety standards, and quality assurance protocols.

Scope of Work

The contract encompasses several distinct locations and tasks, all of which must be completed within one week of the official order issuance:

• Supply and replace kitchen cupboards at Mahhashini Clinic.
• Remove existing mortise locks and replace them with 3-lever Union mortise locks at Nkunzana/Nkuneka Clinics.
• Supply and replace kitchen cupboard doors and mortise locks at Ekubungazeleni Clinic.
• Supply and replace storage cupboard doors at Usuthu Clinic.
• Supply and replace a working desk with drawers in the guard house and associated door mortise locks at Usuthu Clinic.
• Supply and install aluminum doors at Nkunzana Clinic.

The contractor is responsible for site clearance, daily waste removal to authorized landfills, provision of own water and electricity, and strict adherence to operational constraints (no weekend work, no overnight stays, and minimal disruption to fully operational facilities).

Technical Requirements

• Materials & Finishes: All items must be new, unused, and conform to specified dimensions and finishes. Key materials include 16mm white melamine/shutter board, self-close hinges, quarter-round plastic edging (1.5mm white), specific screw gauges (3.5×40mm and 3.5×16mm), nylon wall-mount screws, and steel handles (192×272mm).
• Verification: All materials must be brought to site for inspection and approval by the hospital maintenance supervisor prior to installation.
• Compliance: Work must comply with the Occupational Health and Safety Act (Act 85 of 1993), National Building Regulations, and relevant SABS standards where applicable. Materials may be tested by SABS upon request.
• Warranty: A minimum twelve-month guarantee covers all equipment, materials, building work, and workmanship from the date of successful handover and acceptance.
• Pricing & Documentation: Prices must be firm, inclusive of VAT, labour, transport, and all statutory duties. Invoices must be accompanied by completion certificates, compliance certificates, and guarantee certificates.
• Registration: Bidders must hold a Construction Industry Development Board (CIDB) grading of 1 GB or higher and be registered on the Central Suppliers Database (CSD) and Provincial Suppliers Database.

Skills and Experience Requirements

• Project Competency: Proof of at least two successfully completed similar projects within the past five years, supported by award/purchase orders and corresponding completion certificates.
• Technical Expertise: At least one proposed technical resource must provide a valid Carpenter trade test certificate to verify specialized carpentry and joinery skills.
• Execution Capability: The contractor must deploy competent, skilled artisans supervised by a qualified representative to ensure workmanship aligns with specification drawings, site conditions, and quality standards.
