Objectives

The primary objective of this tender is to procure a suitable environmental monitoring device for Bergrivier Municipality, including its supply, delivery, and installation, to enhance environmental monitoring capabilities within the municipal area.

Scope

The scope encompasses:

• Provision of an environmental monitoring device or system (minimum specifications include RTSYSTEMS TM3 or equivalent).
• Installation of the device in the designated server room or specified location.
• Configuration of the device via web or application interface.
• Provision of monitoring services for 12 months.
• Supply of additional sensors/devices compatible with the main unit (temperature, flood, humidity, smoke, dry contact).
• Provision of surveillance solutions (cameras and recording systems) as specified.

Technical Requirements

Environmental Monitoring Device

• Communication capabilities: Ethernet, GSM, SNMP.
• Graphical user interface: Configurable via web or app.
• Internal backup battery.
• On-board SD card memory.
• Physical form: 1U 19” Rack mount.
• Monitoring parameters: Fire, Water, Electricity, Temperature, Humidity.
• Pricing must include installation, configuration, and 24-hour monitoring services for 12 months.

Sensors/Devices (Additional Items)

• Temperature sensors (NTC), flood sensors, humidity sensors, smoke detectors, dry contact cables.
• Pricing must include installation and configuration costs, travel, and other associated costs.

Surveillance Solutions

• Encoding: H.265, 4K resolution, Power over Coax (PoC).
• Recording: D1 resolution, NAS, up to 2TB storage, 30 days recording.
• Features: Motion detection, alarm inputs, relay outputs, system watchdog.
• Outputs: HDMI, VGA, BNC.
• Cameras: Super HAD CCD, 540TVL, 4 units.
• Remote access: Live viewing, playback, configuration via mobile and web.

Skills and Qualifications Requirements

• Proven experience and competence in supplying and installing environmental monitoring systems and surveillance solutions.
• Registration on the National Treasury’s Central Supplier Database (CSD) with valid registration number.
• Valid Tax Clearance Certificate or Tax Compliance Status (TCS) Pin.
• BBBEE status level verification certificate (if applicable).
• Completion of the Preferential Points claim form in accordance with procurement regulations.
• Ability to provide technical support, configuration, and monitoring services as specified.
• Capability to supply compatible sensors/devices and provide installation and configuration services, including travel and associated costs.
• Adherence to all legal, legislative, and municipal requirements, including supply chain management policies and regulations.
