Objectives

The primary objective of this tender is to supply, deliver, and off-load cleaning materials and equipment to the Mossel Bay Municipality for the period ending 30 June 2029. The aim is to ensure the municipality's needs for cleaning supplies are met efficiently, with quality products, timely delivery, and compliance with relevant standards and safety regulations.

Scope

The scope of the tender includes:

• Provision of a comprehensive range of cleaning materials and equipment as specified in the tender documents.
• Supply, delivery, and off-loading of these materials to designated municipal stores and delivery addresses.
• Adherence to specified quantities, quality standards, and delivery timelines.
• Compliance with health, safety, and environmental regulations during the execution of the contract.
• Provision of samples if requested and ensuring all supplied goods meet the contract specifications.
• Implementation of quality control, safety, and environmental standards throughout the contract period.

Technical Requirements

The technical requirements include:

• Provision of specified cleaning products such as multi-surface cleaners, bleach, detergents, disinfectants, air fresheners, and other related items as detailed in the specifications section.
• Supply of various cleaning equipment including mops, brooms, brushes, spades, rakes, refuse bins, and other tools.
• Products must meet quality standards, be of recent models, and incorporate recent improvements in design and materials.
• All products must be properly packaged, labeled, and accompanied by relevant safety data sheets (SDS).
• Delivery must be in accordance with specified timelines and quantities, with flexibility for adjustments based on municipal needs.
• Samples of products may be requested for quality verification prior to award.
• All supplied goods must comply with the specifications, including size, weight, and quality standards as detailed in the tender documentation.

Skills Requirements

The skills and competencies required from bidders include:

• Proven experience in supplying and delivering cleaning materials and equipment, supported by relevant references and completed projects.
• Knowledge of health and safety regulations, including occupational health and safety standards, risk assessments, and safety management practices.
• Ability to prepare and submit comprehensive Method Statements and Risk Assessments tailored to the scope of work.
• Capability to manage and maintain a Health & Safety File, including incident reporting, safety inspections, and compliance documentation.
• Qualified personnel for supervision, health and safety management, and emergency response, including First Aid certification if applicable.
• Competence in handling hazardous chemicals, fire safety, and environmental management as per legislative requirements.
• Effective communication skills to coordinate with municipal officials and respond to safety and operational queries.
