Tender Summary: Supply & Delivery of Adult Cot Beds

Objectives

The primary objective of this procurement is to acquire high-quality adult cot beds for use at Umgeni Hospital. The acquisition aims to enhance patient safety and security while actively reducing the incidence of patient safety incidents during clinical care.

Scope

This is a once-off quotation for the supply and delivery of adult cot beds. Quantities will be determined as per official supplementary documentation. The contract validity period is 90 days from the closing date. All quoted prices must be firm, inclusive of applicable VAT (if registered), and must cover full delivery costs to the designated hospital facility. Expired, used, or second-hand products are strictly excluded from consideration.

Technical Requirements

Bidders must submit offers that strictly comply with the following engineering and safety specifications. Non-compliance will result in immediate disqualification:

• Frame Construction: Mild steel, 2mm thickness, finished with a white epoxy coating.
• Safety Features: Dual drop sides equipped with pipe runners.
• Mobility: 125mm castor wheels featuring a center hole.
• Bed Base: Mild steel sheet design incorporating 30mm and 20mm ventilation holes to ensure adequate airflow.
• Positioning Mechanism: Upper body raiser utilizing a hydraulic lever with a cable-adjustable tilt function.
• Dimensions: Base size must measure 1880mm in length by 770mm in width.
• Certification: All units must hold valid SABS approval.
• Sample Submission: One fully assembled unit must be made available for physical inspection upon request.

Skills and Capacity Requirements

While the tender does not mandate specific trade certifications, it imposes rigorous operational, administrative, and compliance capacity requirements on bidders:

• Proven Delivery Capacity: Bidders must demonstrate an unblemished track record. Any history of undelivered orders without acceptable justification will lead to disqualification.
• Regulatory Compliance: Active registration on the Central Supplier Database (CSD) and valid SARS tax clearance are mandatory prerequisites for evaluation.
• Administrative Proficiency: Suppliers must possess the capability to accurately complete standardized bidding documentation, including disclosure of interest declarations and preference point claim forms.
• Logistical & Warranty Management: Bidders must demonstrate the operational capacity to meet strict delivery timelines, manage a 12-month warranty period post-delivery, and furnish performance security within 30 days of contract award.

Explanation of Unusual or Complicated Terms

• 80/20 Preference Point System: An evaluation model where 80 points are allocated based on price competitiveness and 20 points are reserved for specific transformation goals. Full points for the goal are awarded exclusively to companies that are at least 51% owned by Black people.
• Prime Interest Rate Penalty: A financial deterrent for late delivery. If goods are not supplied within the agreed timeframe, the purchaser will deduct a daily penalty calculated using the current prime interest rate until fulfillment occurs.
• Cover-Quoting Prohibition: A strict anti-fraud measure. Submitting multiple competing bids through affiliated or linked companies to artificially influence pricing is classified as corrupt practice, resulting in immediate disqualification and potential ten-year restrictions from public sector contracts.
• SABS Approval: Certification indicating that the product meets South African National Standards for safety, durability, and manufacturing quality, which is critical for medical-grade equipment.
