Objectives

The primary objective of this tender is to supply, install, and commission a 6000L self-bunded diesel storage tank at Greys Hospital. The project aims to ensure a reliable diesel storage solution that complies with environmental and safety standards, including environmental management, decommissioning protocols, and safety features.

Scope

The scope of work includes:

• Supply and installation of a 6m³ (6000L) above-ground self-bunded diesel storage tank behind the North Ward generator room.
• Design, fabrication, and certification of the tank according to AS1940/AS1692 standards, UL142 certification, and SANS 10131 compliance.
• Provision of all fixtures, accessories, and safety features such as alarms, vents, interstitial dip points, spill containment, and anti-theft sensors.
• Electrical and mechanical installation, including pumps, control systems, piping, fencing, shelter construction, and lighting.
• Environmental management plans (EMP) and environmental impact assessments (EIA) for safe installation and decommissioning.
• Provision of technical drawings, quality control documentation, and load testing certificates.

Technical Requirements

The technical specifications include:

• Tank dimensions: 3000mm (L) x 2300mm (B) x 1300mm (H), weight approximately 1720kg.
• Fabrication from high-grade S355JR Steel with 5mm inner and outer walls, capable of containing 110% of volume with welded seams.
• Design in accordance with AS1940/AS1692, UL142 certification, and SANS 10131 standards.
• Features: DN50 vent pipe, lockable spill containment box, removable inner tank for maintenance, overfill protection, anti-siphon valve, forklift pockets, and crane lifting lugs.
• Electrical system: dual electric pumps (1.1kW, 220VAC), float switches, automatic control systems, filtration, lighting, fencing, shelter, and cabling.
• Environmental and safety compliance including EMP, EIA, and proper decommissioning procedures.

Skills Requirements

The project mandates the engagement of qualified and experienced personnel, including:

• Master Electrician/MEI for electrical installations, compliant with SANS 10142.
• Engineers and technicians with expertise in tank fabrication, civil works, and environmental management.
• Competent personnel with in-depth knowledge of SANS 10400 (Building Regulations), SANS 10131 (Tank standards), and lightning protection standards.
• Qualified and certified technicians for installation, testing, and commissioning, with proof of competence and experience to be submitted for approval.
