Objectives

The primary objective is to supply, deliver, install, and commission a new industrial hot water heating system at Impala Ward, Townhill Hospital. The project aims to replace aging infrastructure, enhance energy efficiency through heat pump integration, extend the protective shelter, and ensure reliable hot water supply while maintaining uninterrupted hospital operations.

Scope of Work

• Equipment Supply & Installation: Deliver and install a 2000-litre vertical industrial electric water heater and a heat pump, complete with all fittings, safety valves, pressure/temperature gauges, and sacrificial anodes.
• Structural Expansion: Extend the existing shelter using hot-dip galvanized steel framing and chromadek sheeting (IBR roof profile, flat side cladding). Supply and fit a cat ladder with a safety cage.
• Plumbing Modifications: Replace all Class 2 copper piping, fittings, valves, non-return valves, and strainers. Install two high-temperature circulation pumps and a new pressure-regulating valve. Insulate/lag all pipework.
• Electrical Integration: Modify control panels, relocate switches, route cabling, install weatherproof LED lighting, copper busbars, isolators, and ensure all ECC cables are glanded and shrouded.
• Flooring & Finishing: Remove existing floor covering, screed 81m² for proper drainage, install torch-on membrane, turn up against walls, and apply approved UV-resistant paint.
• Commissioning & Documentation: Conduct pressure testing, full system commissioning, and submit a comprehensive Occupational Health and Safety (OHS) compliance file.
• Phased Maintenance: Provide three years of scheduled maintenance, invoiced separately per service cycle (tank cleaning, gasket replacement, epoxy touch-ups, anode replacement, and heat pump servicing).

Technical Requirements

• Tank Specifications: 2000L capacity, 8mm mild steel barrel/dish ends/manhole neck, 12mm flanges, internal corrosion protection (3 coats ST 700 Glass Coat Epoxy), external PA10 coating, 600kPa working pressure, 950kPa test pressure, 8 staggered removable anodes, and strict off-site manufacturing (no on-site welding permitted).
• Heat Pump: 35kW unit (as detailed in the schedule of rates) with integrated drip tray, drain pipes, isolation valves, and copper class 2 piping.
• Regulatory Compliance: Must conform to SANS standards, National Building Regulations, KZNPA Standard Preambles, and the Occupational Health and Safety Act (Regulations 85/1993).
• Certifications: Valid pressure test certificate for the tank, manufacturer warranty documentation, and full technical compliance declarations.

Skills and Qualification Requirements

• Contractor Grading: Mandatory CIDB 1ME certification for engineering construction projects.
• Proven Track Record: Documented evidence of previous similar hot water/heating system installations must be submitted.
• Operational Execution: Demonstrated capability to perform complex mechanical, electrical, and structural works within an active healthcare facility with minimal patient/service disruption.
• Administrative Compliance: Active Central Supplier Database (CSD) registration, SARS tax clearance status, and valid B-BBEE certificate or sworn affidavit.
• Technical Expertise: Certified tradespersons for plumbing, electrical panel modification, structural steel fabrication, and HVAC/heat pump commissioning.

Notable Terms and Conditions

• CIDB 1ME Grading: Indicates the contractor’s proven capability to undertake engineering construction contracts valued up to R25 million.
• Schedule of Rates with Sequential Maintenance: Instead of a lump-sum upfront payment, the contract uses a rate-based structure where three years of maintenance are itemized and paid individually upon successful completion of each service cycle.
• Torch-On Flooring Application: Requires specialized flame-heating techniques and certified operators to bond the bituminous membrane securely to the screeded surface.
• Off-Site Fabrication Mandate: Strict prohibition on on-site welding for both the tank and steel structure to eliminate fire risks, reduce noise/dust, and prevent disruption in the hospital environment.
