Objectives

The primary objective of this tender is to procure and install new radiant heating systems across multiple clinical wards at Charles Johnson Memorial Hospital. The project aims to upgrade inadequate thermal comfort infrastructure by supplying and commissioning compliant radiant heaters alongside necessary electrical distribution upgrades, ensuring a safer and more comfortable environment for patients and staff.

Scope of Work

• Supply and install thirty (30) new 3000-watt radiant heaters across ten designated wards (female, paediatric, special care, labour, male, TB, OPD, post-natal, POPD, and casualty).
• Supply and install thirty (30) new plug sockets in the corresponding wards.
• Supply and route nine (9) rolls of 2.5mm x 3-core x 100m suffix cables.
• Supply and install nine (9) heavy-duty 40-amp circuit breakers.
• Execute all associated new piping, cabling, and valve installations required for integration.
• Conduct comprehensive electrical testing and issue nine (9) Electrical Certificates of Compliance.
• Manage all construction waste in compliance with environmental regulations and dispose of it at an accredited facility.
• Complete the entire scope within a strict two-week contract period (one week preparation, one week execution), backed by a twelve-month performance guarantee and a three-month defect liability period.

Technical Requirements

• All materials, heaters, and electrical components must carry valid SABS and SANS approvals.
• Heater supply cables must be specifically rated for high-temperature/heat-resistant applications.
• Plug sockets must exclusively be of the crab tree type.
• Installation must fully comply with the Occupational Health and Safety Act (Act 85 of 1993), SANS 10142 (Wiring of Premises), National Building Regulations, KZNPA Electrical Specifications, and ICARA telecommunications regulations.
• A mandatory pre-tender site briefing is required to assess working conditions, ward layouts, and existing infrastructure.
• No partial payments will be processed; financial settlement occurs only upon successful handover and certification.
• A delay penalty clause applies, calculated at 0.04% of the total contract value per day beyond the scheduled completion date.

Skills and Qualification Requirements

• Bidders must hold a valid Construction Industry Development Board (CIDB) registration in category 2EB or higher.
• Mandatory documentation includes updated CIPC company registration, B-BBEE verification certificate or sworn affidavit, Central Supplier Database (CSD) compliance report, and a current SARS Tax Clearance Certificate.
• Proven experience delivering similar electrical and HVAC installation projects within public or private healthcare facilities must be demonstrated via recent delivery notes and invoices.
• The contractor must deploy competent, skilled artisans and provide dedicated on-site supervision throughout the project lifecycle.
• Bidders must demonstrate a clean track record with no history of contractual defaults or unjustified delivery failures.
• Evaluation follows an 80/20 preferential procurement model, allocating 80 points to price competitiveness and 20 points to socio-economic transformation goals favouring South African-owned enterprises.
