Objectives
The primary objective of this Request for Quotation (RFQ) is to appoint a compliant supplier to provide labour for the construction of game fencing within Table Mountain National Park. The procurement seeks to secure competitive pricing while adhering to South African public finance regulations, environmental conservation mandates, and equitable procurement principles.
Scope of Work
The appointed supplier will be responsible for supplying labour to install approximately one kilometre of game fencing. SANParks will provide all necessary fencing materials; the contractor's obligation is strictly limited to labour provision. The work will be executed at Klaasjagersberg, Plateau Road, Cape Point, Simon’s Town. Upon contract award, the supplier must commence and complete the work immediately according to project timelines.
Technical Requirements
- Mandatory attendance at a compulsory site clarification meeting is required; bids submitted without proof of attendance will be disqualified.
- Bidders must submit fully completed Standard Bidding Document (SBD) forms, including tax compliance verification, Central Supplier Database (CSD) registration proof, and valid B-BBEE status documentation.
- All quoted prices must be all-inclusive, covering transport, accommodation, tools, risks, liabilities, overheads, and profit. Prices are fixed and binding upon submission.
- Successful bidders must sign Contract Form SBD 7 to formalise the agreement.
- Payment will be processed within 30 days of invoice submission following satisfactory service delivery.
- Full compliance with the General Conditions of Contract (GCC), Special Conditions of Contract, and the Protection of Personal Information Act (POPIA) is mandatory.
Skills Requirements
While the tender does not mandate specific trade certifications, the supplier must demonstrate proven capability in deploying competent labour for wildlife/game fencing construction. Required competencies include physical labour proficiency, familiarity with fencing installation techniques, adherence to occupational health and safety standards, and the ability to operate responsibly within a protected natural environment. Supervisory capacity to coordinate labour teams efficiently to meet immediate delivery deadlines is implicitly required.
