Objectives

The primary objective of this tender is to improve the condition and extend the lifespan of major municipal roads within the Knysna area. This will be achieved through surface repairs, including resealing and infrastructure maintenance, using environmentally appropriate construction methods where technically feasible and economically viable, for the benefit of the public.

Scope of Work

The scope encompasses:

• Resealing of major municipal roads to high standards of quality and skid resistance.
• Repair and maintenance of infrastructure related to the transport network.
• Patchwork and overlay applications on prioritized roads as specified by the Employer’s Agent.
• Adherence to the prioritized list of roads for construction activities.
• Implementation of quality control measures, including testing and supervision, to ensure compliance with standards.
• Traffic accommodation and management during construction, including lane closures during off-peak periods and communication with traffic authorities.

Technical Requirements

The technical specifications and requirements include:

• Compliance with applicable SABS 1200 standards, including:
• SABS 1200 A : General (1986)
• SABS 1200 M : Roads (1996)
• SABS 1200 MG : Bituminous Surface Treatment (1996)
• SABS 1200 MH : Asphalt Base and Surfacing (1996)
• SABS 1200 MM : Ancillary roadworks (1984)
• Asphalt works exceeding R250,000 in project value are compulsory.
• Use of CIDB Grade 1 CE or SB registration, with at least two references of similar work.
• Provision of a quality control/assurance system, including engagement of qualified personnel such as Construction Managers, Safety Officers, and Traffic Officers.
• Engagement of approved independent testing laboratories for materials and layer works testing.
• Adherence to traffic management plans, including lane closures only during specified off-peak times and weekends, with prior communication and approval.
• Maintenance of daily records related to work progress, testing, and traffic management.
• Pricing to include all costs associated with milling, asphalt application, testing, safety measures, and traffic accommodation.
• Compliance with health and safety regulations, including submission of relevant certificates and adherence to safety standards.
• Provision of supporting documentation demonstrating relevant experience, personnel qualifications, and company registration details.
