Objectives

The primary objective of this tender is to improve the condition and extend the lifespan of major municipal roads within the Knysna area. This will be achieved through surface repairs, including resealing and infrastructure maintenance, utilizing environmentally appropriate construction methods where technically feasible and economically viable, for the benefit of the public.

Scope of Work

The scope encompasses:

• Resealing of major municipal roads to high standards of quality and skid resistance.
• Repair and maintenance of infrastructure related to the transport network.
• Patchwork and overlay applications on prioritized roads as specified by the Employer’s Agent.
• Adherence to applicable SABS/SANS standards, notably SABS 1200 series for civil engineering works.
• Provision of services including asphalt works exceeding R250,000 in project value, quality control, traffic accommodation, and safety measures.

Technical Requirements

The technical requirements include:

• Compliance with CIDB Grade 1 CE or SB registration and at least two references of similar asphalt works exceeding R250,000.
• Provision of a comprehensive quality control/assurance system, including experienced personnel such as Construction Managers, Health & Safety Officers, Traffic Officers, and Quality Control Officers.
• Engagement of approved independent laboratories for testing materials and workmanship, ensuring conformity to specifications.
• Implementation of traffic management plans, including lane closures during specified off-peak periods, with proper signage, flagmen, and courtesy to the public.
• Preparation and submission of detailed pricing schedules covering pavement milling, asphalt base and surfacing, testing, health and safety, traffic accommodation, and other incidental services.
• Provision of supporting documentation demonstrating relevant work experience, personnel CVs, and compliance with functionality criteria.
• Adherence to environmental and safety standards, including proper packing, transportation, and insurance of materials.
• Compliance with procurement policies, including B-BBEE levels, local content requirements (80/20), and registration on the Municipality’s supplier database.

All technical and quality standards must be met to ensure the successful completion of the project within the specified scope and timeframe.
