Objectives

The primary objective of this tender is to engage a qualified surveyor to conduct a detailed survey, measurement, and reporting of manganese spillage within the Port Elizabeth Multi-Purpose Terminal (PEMPT). The survey aims to quantify the spillage accurately to support operational efficiency, loss control, housekeeping planning, and reconciliation processes.

Scope

The scope of work includes:

• Conducting a physical survey of all identified manganese spillage areas within the terminal.
• Measuring and calculating the volume and/or tonnage of manganese spillage.
• Utilizing industry-accepted survey methods such as volumetric survey, laser scanning, drone survey, or conventional techniques.
• Mapping and identifying all spillage locations within the operational footprint.
• Providing a detailed survey report with total spillage, breakdown per area, survey methodology, assumptions, and conversion factors.
• Supplying supporting documentation including survey drawings/maps, photographic evidence, raw data, and a signed final report.

The survey must be completed within one day from commencement, with the final report submitted within three days after fieldwork completion.

Technical Requirements

• The surveyor must provide proof of qualifications and experience in bulk material surveys.
• Personnel conducting the survey must be identified, medically fit, and compliant with port access requirements.
• The surveyor must use calibrated and industry-accepted survey equipment and tools.
• A comprehensive safety file must be submitted for approval prior to work, ensuring compliance with TPT health and safety standards.
• All personnel must wear appropriate PPE at all times.
• Access to survey areas will be coordinated with TPT operations, potentially during operational or non-operational hours.

Skills Requirements

• Proven expertise in bulk material survey techniques and methodologies.
• Experience with industry-standard survey equipment such as volumetric tools, laser scanners, drones, or conventional survey methods.
• Ability to prepare detailed survey reports, maps, and photographic documentation.
• Strong understanding of safety protocols and compliance with port safety standards.
• Effective coordination and communication skills to work with TPT representatives and operational teams.
