Tender Summary: Swivel Office Chairs

Objectives

The primary objective is to procure ergonomic swivel office chairs to improve workplace comfort and prevent musculoskeletal disorders, particularly backaches, among clinical and administrative staff at the designated community health centre.

Scope

This is a one-off supply contract covering the delivery of 59 high swivel chairs and 1 high-back swivel chair. Goods must be delivered to the specified health facility. The quotation validity period is ninety (90) days, and all transportation, handling, and delivery costs must be fully included in the quoted price.

Technical Requirements

• Product Standards: All items must be brand new, unused, and compliant with SABS/SANS quality standards. Second-hand, refurbished, or expired products are strictly prohibited.
• Specifications: Chairs must be equipped with arms and castor wheels, finished in black. Packaging must clearly display the marking "UNIT".
• Warranty: Suppliers warrant against design and material defects for twelve (12) months after delivery and acceptance, or eighteen (18) months from shipment, whichever expires first.
• Inspection & Testing: The purchaser reserves the right to inspect manufacturing premises and conduct product testing. If requested, suppliers must provide samples, with associated testing costs borne by the bidder.
• Pricing: Quoted prices must be firm, inclusive of VAT (where applicable), and remain unchanged throughout the contract period. Late submissions will be automatically rejected.

Skills & Compliance Requirements

No specialized technical skills are explicitly required; however, bidders must possess robust administrative and regulatory compliance capabilities:

• Active and verified registration on the Central Suppliers Database (CSD).
• Valid SARS Tax Compliance Status and current company registration documentation (CIPC).
• Submission of a sworn affidavit or B-BBEE verification certificate (applicable to EMEs and QSEs).
• Ability to accurately complete mandatory statutory forms (SBD 4, SBD 6.1, General and Special Conditions of Contract).
• Demonstrated capacity for timely delivery; bidders with unexcused prior defaults will be disqualified.
• Familiarity with public procurement governance, including conflict-of-interest disclosures and anti-collusion protocols.

• 80/20 Preference Point System: Evaluation allocates 80 points based on competitive pricing and 20 points for promoting South African-owned enterprises. Bidders must submit verifiable proof of local ownership to claim the full twenty points.
• Anti-Cover-Quoting Measures: Submitting multiple bids through affiliated or linked companies to artificially influence pricing is classified as fraud. Violations result in immediate disqualification, potential contract cancellation, and exclusion from the public sector for up to ten years.
• Performance Security: Upon award, successful bidders must provide a bank guarantee, irrevocable letter of credit, or certified cheque within thirty days to secure contractual fulfillment.
• Delay Penalties & Termination: Late deliveries incur daily financial penalties calculated at the prevailing prime interest rate. Repeated delays, failure to meet specifications, or fraudulent conduct may trigger contract termination, recovery of excess replacement costs, and formal restriction penalties.
