Scope

The quotation remains valid for ninety days, and all delivered items must be brand new, unused, and possess a minimum remaining shelf life of six months. Late submissions, expired stock, or second-hand goods will be automatically rejected.

Technical Requirements

• Foldable Tables: 1.8-metre portable design constructed from PVC plastic.
• Foldable Chairs: Heavy-duty construction featuring white PVC plastic seating, a reinforced steel frame, and a verified load capacity of 150 kg.
• Documentation & Compliance: Bidders must attach photographic samples of the proposed products. All goods must align with applicable South African National Standards (SANS/SABS) where relevant.
• Pricing & Delivery: Quoted prices must be firm, inclusive of VAT (if applicable), and clearly state the delivery timeframe. Delivery must occur to the prescribed destination at no additional cost to the purchaser.
• Statutory Registrations: Suppliers must be registered on the Central Suppliers Database (CSD), maintain active tax compliance verified by SARS, and submit a B-BBEE Status Verification Certificate or Sworn Affidavit to qualify for preference points.

• Cover-Quoting Prohibition: The practice of submitting multiple quotations through affiliated, linked, or controlled entities for the same bid. This is classified as collusive bidding and constitutes fraud, resulting in immediate disqualification and potential blacklisting.
• Prime Interest Rate Penalty: A contractual penalty clause requiring the supplier to pay a daily financial deduction on the delayed portion of the contract value, calculated using the prevailing prime lending rate until actual delivery occurs.
• Restriction Penalty: A regulatory sanction empowering the procuring authority to prohibit non-compliant or fraudulent suppliers from conducting business with any organ of state for a period of up to ten years, recorded in a central national database.
