Objectives

The primary objective of this tender is to procure a comprehensive range of goods to support a Women’s Empowerment initiative managed by Maphumulo Municipality. The municipality aims to equip beneficiaries with essential agricultural, poultry, farming, catering, and textile resources to foster economic participation and self-sufficiency.

Scope

The scope covers the supply and delivery of twenty-nine distinct categories of goods to the Municipality’s Supply Chain Management Unit. Deliverables are grouped into four main categories:

• Agricultural & Poultry Inputs: One-day-old chickens, starter/finisher mesh, sawdust, stress packs, fertilizer, and multiple varieties of vegetable and fruit seeds.
• Farming & Construction Tools: Wheelbarrows, hoes, hand hoes, watering cans, spades, steel forks, hose pipes, and mesh wire.
• Catering & Event Equipment: Heavy-duty gas stoves, glassware, plates, salad bowls, catering pots, stainless steel chafing dishes, and foldable tables.
• Textiles & Sewing Materials: Printed polly cotton, batting, black cotton rolls, fabric scissors, and plastic packaging.

All items must be delivered within a stipulated lead time of one day from contract award or instruction. Pricing must remain fixed post-submission, and any form alterations require explicit bidder signatures to remain valid.

Technical Requirements

Bidders must adhere to stringent municipal procurement and administrative protocols:

• Mandatory Documentation: Submission of completed official Municipal Bidding Documents (MBD series), including tax compliance verification, B-BBEE status proof, proof of business/residential address, and fully signed quotations.
• Compliance Declarations: Execution of declarations covering past supply chain management practices, independent bid determination, and conflict of interest disclosures.
• Evaluation Framework: The tender utilizes a structured scoring model where 80 points are allocated to price competitiveness and 20 points to specific socio-economic transformation goals.
• Submission Integrity: Late or incomplete bids are automatically disqualified. Price increases post-submission are prohibited. Foreign suppliers must complete additional pre-award questionnaires.

Explanation of Unusual Terms: The 80/20 Preferential Procurement System is a South African public procurement framework that balances cost efficiency with transformation targets, awarding points based on price and specific demographic goals (e.g., female, youth, or rural ownership). The CSD Number refers to the Central Supplier Database identifier, a mandatory government registry used to verify supplier legitimacy, tax standing, and restriction status.
