Objectives

The municipality seeks to procure essential agricultural, gardening, and catering materials to support a Women’s Empowerment Programme. The primary objective is to equip programme beneficiaries with practical tools and resources for farming, food preparation, and traditional textile production, thereby promoting economic participation, skill development, and community sustainability.

Scope

The tender covers the supply and delivery of twenty-seven distinct items to the Maphumulo Municipality Supply Chain Management Unit. The scope includes:

• Horticultural inputs: sawdust, fertilizer, and various vegetable seeds (beans, cabbage, carrots, spinach, butternut).
• Gardening and construction tools: starter and finisher mesh, BRC mesh wire, wheelbarrows, hoes, spades, digging forks, watering cans, and hose pipes.
• Catering equipment: heavy-duty gas stoves, catering pots, plates, glass tumblers, stainless steel chafing dishes, and plastic foldable tables.
• Traditional textile materials: printed polly cotton fabric, inner batting, and fabric scissors.

All items must be delivered to the designated municipal tender box/reception area by the stipulated closing date and time. Pricing must remain fixed post-submission, and delivery costs must be itemized separately.

Technical Requirements

Bidders must adhere to strict municipal procurement compliance standards. Required technical and administrative submissions include:

• A fully completed and officially signed quotation using prescribed municipal forms; unsigned alterations will result in disqualification.
• Proof of tax compliance via a SARS TCS PIN or Central Supplier Database (CSD) number.
• Recent municipal utility account, residential lease, or sworn affidavit confirming business/residential address.
• B-BBEE status verification (certificate or sworn affidavit) to qualify for preference points.
• Completed Preferential Procurement Points Claim Form under the 80/20 scoring system, supported by documentary proof for claimed socio-economic goals.
• Mandatory declarations covering past supply chain misconduct, independent bid determination, conflict of interest, and non-association with state employees.
• Late, incomplete, or improperly formatted submissions will be automatically invalidated.

Success relies on standard supplier competencies, including reliable inventory sourcing, accurate financial quoting, efficient logistics and delivery coordination, and strong administrative capability to compile and submit all statutory and municipal compliance forms correctly. Bidders must demonstrate familiarity with South African municipal procurement regulations and preferential scoring frameworks.

• Indwangu yomcamelo & okufakwa phakathi emcamelweni: Traditional Nguni terms referring to printed poly-cotton fabric and inner batting used respectively for constructing traditional blankets. These are culturally specific materials required for the empowerment programme.
