Objectives

The primary objective of this tender is to appoint a reliable supplier capable of procuring and delivering a defined inventory of plumbing components, maintenance tools, and general facility materials to support the daily operational and maintenance functions of Maphumulo Municipality’s technical department.

Scope of Work

The scope is strictly limited to the supply and delivery of goods, with no installation or labor services required. The procurement covers two distinct categories:

• Facilities Tools: Includes plumbing fittings (straight couplings, stoppers, taps, reducers, 22mm water pipes), hand and power tools (heavy-duty grinder, wheelbarrows, spades, crowbars, pick heads with polypropylene handles), safety and consumables (long rubber gloves, first aid kit, caulking gun, heat gun, fluorescent light globes), and access/security hardware (various locker keys, silver padlock sets, single and double door handles, stainless steel hinge bits).
• Thusong Centre Materials: Encompasses painting supplies (white paint), kitchen cupboards with integrated sinks, and ceramic floor tiles (30x30cm) with associated tiling accessories.

All items must be delivered to the municipality’s designated Supply Chain Management Unit. The successful bidder will be required to execute a formal written contract upon award.

Technical Requirements

• Suppliers must match the exact quantities, dimensions, and material specifications outlined in the tender schedule.
• Quotations must be submitted per unit, excluding VAT, with delivery costs clearly separated.
• Price increases or post-submission amendments are strictly prohibited. Any alterations to the pricing or specification tables must be physically signed by the bidder to remain valid.
• Bids must be completed using the official municipal forms exactly as provided; retyped or modified forms will be rejected.
• Late, unsigned, or incomplete submissions will be automatically invalidated.

Skills and Compliance Requirements

No specialized technical or trade skills are required, as this is a pure goods-supply contract. However, bidders must demonstrate strong administrative and regulatory compliance capabilities, including:

• Valid company registration and certified copies of all directors’ IDs (issued within the last three months).
• Active Tax Compliance Status (TCS) PIN or Central Supplier Database (CSD) registration.
• Recent municipal utility statement, lease agreement, or sworn affidavit verifying business or residential address.
• B-BBEE verification certificate or sworn affidavit to establish enterprise size and transformation status.
• Completion of all mandatory Municipal Bidding Document (MBD) forms, including declarations of interest, past supply chain practices, and independent bid determination.
• Ability to accurately calculate and substantiate preferential procurement claims with documentary evidence.

Notes on Unusual or Complicated Terms

This tender utilizes South Africa’s standardized public procurement framework, which introduces specific compliance and scoring mechanisms:

• 80/20 Preference Point System: Bid evaluation allocates 80 points to price competitiveness and 20 points to socio-economic development goals. Points are awarded for historically disadvantaged individual (HDI) equity ownership, female/youth/handicapped ownership, and residency in rural areas or townships. Allocation follows a sliding scale based on ownership percentages, and unverified claims receive zero points.
• CSD and TCS Integration: The Central Supplier Database (CSD) acts as the national supplier registry, while Tax Compliance Status (TCS) confirms SARS compliance. Both are mandatory gatekeepers for bid eligibility and cannot be bypassed.
• Zero-Tolerance Documentation Policy: The tender enforces strict validation rules. Unsigned alterations, missing statutory declarations, or failure to attach proof for preferential points will result in immediate disqualification, regardless of pricing advantage.
