Objectives

The primary objective of this tender is to select suitable service providers for the long-term lease and development of Erf 5945, Extension 15, Piet Potgietersrust, measuring 5728m². The development aims to accommodate either business or residential uses, with a focus on creating sustainable, high-density residential units or commercial spaces aligned with municipal planning and regulatory frameworks.

Scope

The scope includes:

• Leasing the property for a period of 30 years under a long-term lease agreement.
• Developing the property in accordance with approved land use rights, rezoning requirements, and relevant legislation such as SPLUMA, NEMA, and municipal by-laws.
• Submitting site development plans for approval prior to construction.
• Designing and constructing residential or commercial buildings, maximising land use with amenities like communal spaces, gyms, and rooftop gardens.
• Obtaining all statutory approvals, including environmental and water use licenses.
• Managing all development activities, including servitude arrangements, infrastructure, and compliance with building regulations.
• Implementing community and local enterprise empowerment initiatives during and after development.

Technical Requirements

The technical requirements encompass:

• Submission of a comprehensive site development plan for approval.
• Design of high-density residential units or commercial spaces with a maximum height of 6 storeys and adherence to building line regulations.
• Compliance with SPLUMA, NEMA, municipal bylaws, and land use management schemes.
• Provision of detailed architectural, engineering, and geotechnical assessments.
• Preparation of a development programme outlining stages from inception to commissioning.
• Demonstration of capacity to deliver and manage the development, including professional team profiles and experience.
• Provision of a detailed financial proposal, including cost estimates, funding sources, and a project timeline.
• Adherence to sustainability principles and community benefits, including local procurement and empowerment plans.

Skills and Experience Requirements

The bid evaluation will consider:

• Professional Team:
  • Architects with at least 3 years post-registration experience and proven large-scale project experience (> R10 million).
  • Quantity Surveyors with similar experience and traceable references.
  • Civil and electrical engineers with relevant registration and experience.
  • Project Managers with proven track record in large projects.
  • Construction team members with minimum 3 years’ experience, including site managers.
  • Health & Safety Officers with relevant registration and experience.
  • Community facilitators with at least 3 years’ relevant experience.
• Experience:
  • Successful completion of mega or large-scale development projects (above R100 million).
  • Demonstrated ability to deliver sustainable, community-beneficial developments.
  • Proven capacity to manage project financing, legal compliance, and stakeholder engagement.
• Empowerment & Community Development:
  • Plans for local employment, enterprise development, and partnership with women, youth, and disabled persons.
  • Strategies for procurement from local suppliers and community-based organizations.
• Financial Capability:
  • Submission of a project cost estimate, financial feasibility, and proof of funding or interest from financiers.
  • Demonstration of ability to fund the project, including collateral and funding models.
