Objectives

The primary objective of this tender is to appoint a service provider to deliver utilities management services for JOHANNESBURG SOCIAL HOUSING COMPANY (JOSHCO). The service aims to oversee the accounting, reconciliation, and management of utilities (water and electricity) across various JOSHCO properties, ensuring accurate billing, timely feedback, and effective monitoring of prepaid vending systems.

Scope

The scope of work includes:

• Managing utilities accounts for all JOSHCO properties with in-house vending solutions.
• Ensuring balanced reconciliation of tenants’ consumption and building’s bulk meter billing from the City.
• Monitoring and reporting on prepaid utility performance, including infrastructure and meter activity.
• Conducting meter audits and inspections, including installation, replacement, and sealing of prepaid meters.
• Providing feedback on logged jobs, ensuring proper filing and documentation.
• Supporting internal vending systems and linking meters to units for accurate usage reporting.
• Engaging in community awareness and partnering with local enterprises related to meter auditing and management.

The affected projects span multiple properties with varying unit counts, such as Claim Street, Wolmarans, AA House, and others listed in the tender documentation.

Technical Requirements

The technical requirements include:

• Implementation of prepaid vending systems across all buildings, with structured monthly reporting on:
• Total prepaid sales value
• Units vended and purchased
• Active vending meters
• Average consumer purchase
• Meter installation, replacement, and normalization
• Inspection and sealing of prepaid meters, including change-over and removal of temporary meters.
• Development and maintenance of a structured monthly reporting framework for prepaid utility performance.
• Provision of professional services such as training, reporting, advisory, and support.
• Integration with financial systems for interface and billing purposes.
• Use of mobile data collection tools (“SFDC” and/or MDC) for meter audits and data collection.

Skills Requirements

The bid evaluation emphasizes the following skills and qualifications:

• Project management expertise, preferably with an IT-related degree (10 points) and relevant personnel experience (20 points).
• Technical proficiency in IT, including certifications such as:
• TOGAF (10 points)
• COBIT (10 points)
• Experience in utilities management, meter auditing, and prepaid vending systems, supported by reference letters and client testimonials.
• Qualified personnel with relevant IT qualifications, including certified copies of certificates.
• Ability to deliver structured reporting, data management, and infrastructure performance monitoring.
• Capacity to implement and support prepaid utility systems, including meter installation, sealing, and normalization.
