Objectives

The primary objective of this tender is to appoint a service provider to provide professional accounting services for JOSHCO. The goal is to produce accurate, compliant annual financial statements in accordance with relevant standards (GRAP, MFMA), facilitate the review process, and ensure timely submission to the Auditor General of South Africa. Additionally, the project aims to transfer skills to JOSHCO officials and improve audit outcomes by addressing material findings in financial disclosures and related areas.

Scope

The scope includes:

• Preparation and production of credible annual financial statements for the 2025/26 financial year.
• Review of the financial statements and related disclosures, including commitment disclosures, contract registers, related parties’ disclosures, UIFW, and cash flow.
• Ensuring compliance with GRAP, MFMA, National Treasury directives, and relevant accounting standards.
• Addressing specific areas such as debt impairment, write-offs, and fully depreciated assets.
• Providing skills transfer and templates for ongoing financial reporting processes.
• Supporting internal reviews and facilitating the audit process to meet submission deadlines.

Technical Requirements

The technical requirements include:

• Expertise in GRAP standards, income tax, VAT, and CaseWare software.
• Provision of qualified personnel with demonstrable experience in municipal financial statement preparation and review.
• Team members must include a qualified Chartered Accountant (CA) with post-articles experience, and team members with a minimum BCom (Accounting) and articles completed.
• Resources must have advanced CaseWare experience, with CVs and proof of qualifications provided.
• The project team must be deployed for the entire duration of the project without exceptions.
• Ability to transfer skills and provide a close-out report with templates for future use.

Skills Requirements

The skills and experience required include:

• Company profile demonstrating experience in municipal financial statement preparation, review, or audits over the past three years.
• Reference letters from recent engagements confirming unqualified audit outcomes and compliance with GRAP.
• Qualified project leader with CA designation and relevant municipal experience.
• Team members with a minimum of BCom (Accounting), articles, and proven CaseWare capabilities.
• Demonstrable knowledge of GRAP, income tax, VAT, and CaseWare software.
• Capacity to transfer skills and provide templates for ongoing financial reporting.
