Objectives, Scope and Technical Requirements of the Tender

Objectives

The primary objective of this tender is to facilitate the once-off replacement of the existing water storage tanks at the Nzasm Building in Tshwane, on behalf of Transnet SOC Limited (trading as Transnet Property). The goal is to ensure the provision of safe, reliable potable water supply within the building, adhering to specified standards and regulations, while minimizing disruption and ensuring quality workmanship.

Scope

The scope of work includes:

• Design, manufacture, and installation of new water storage tanks on the rooftop of Nzasm Building, which is a 7-storey structure.
• Demolition and disposal of existing 10kL steel tanks and associated infrastructure.
• Supply, delivery, and installation of two new vertical water tanks (each 5000L, dimensions approx. 1820mm x 2250mm).
• Installation of inlet/outlet pipes, brass gate couplers, float valves, copper pipes, PVC overflow pipes, and associated reticulation to connect the tanks to the building’s water system.
• Construction of a new tank storage building/alteration works, including demolishing existing walls and installing a new garage door (2100x2450mm).
• Ensuring minimal disruption to building operations, including working at height, in occupied areas, and around telecommunication cables.
• Provision of as-built drawings, manuals, and testing documentation post-installation.

Technical Requirements

The technical requirements include:

• Compliance with South African National Standards (SANS 10252-1 for water supply installations).
• Design, manufacture, and installation of tanks and reticulation systems that are durable, compliant with standards, and capable of being transferred to third parties.
• Use of new, high-quality materials and equipment, with all plant and materials being compliant with relevant standards and free from defects.
• Preparation and submission of workshop drawings for approval prior to manufacturing.
• Implementation of a comprehensive Health & Safety Management Plan (HSMP) and Environmental Management Plan (EMP), approved by the Project Manager.
• Adherence to environmental constraints, including noise, dust, and site safety, with minimal disruption to building occupants and operations.
• Development of a detailed programme showing critical path activities, durations, and resource allocations, with weekly updates.
• Provision of quality assurance documentation, including ISO 9001 compliant procedures, inspection, and testing reports.
• Proper marking, storage, and handling of plant and materials outside the working areas, with compliance to safety and security protocols.
• Coordination with other contractors or service providers working on site, ensuring safety and operational continuity.
• Provision of warranties, guarantees, and post-installation support, including defect rectification within specified defect periods.
