Objectives

The primary objective of this tender is to acquire a specialist organization to conduct a comprehensive safety condition assessment of the infrastructure and equipment at Transnet Port Terminals Richards Bay (TPT RCB). This assessment aims to ensure compliance with relevant safety, health, and environmental standards, identify potential hazards, and recommend remedial actions to maintain a safe working environment.

Scope

The scope of work includes a one-time, systematic safety condition assessment of all listed infrastructure and equipment at TPT RCB. The services involve:

• Conducting statutory and general safety assessments of equipment and infrastructure as detailed in the provided tables.
• Evaluating compliance with relevant legislation, standards, and specifications.
• Generating detailed reports with findings, evaluation criteria, observations, and prioritized recommendations.
• Assessing key assets such as buildings, sheds, conveyor galleries, equipment, and safety systems.
• Providing a systematic rating and KPI measures based on safety and compliance standards.

Technical Requirements

The technical requirements specify that the service provider must:

• Perform a thorough safety condition assessment of all listed infrastructure and equipment, including but not limited to buildings, sheds, conveyor galleries, and operational machinery.
• Use a systematic approach with defined measures and rating criteria aligned with statutory requirements and industry standards.
• Develop and submit a comprehensive report detailing work conducted, evaluation criteria, observations, and recommendations.
• Implement a rating system for key performance indicators (KPIs) related to safety compliance and infrastructure condition.
• Ensure all electronic files are virus-free, clearly named, and compliant with data sharing protocols, preferably via SharePoint.
• Adhere to safety and health legislation, including Occupational Health & Safety Act 85 of 1993, and ensure all personnel are medically fit and equipped with appropriate PPE.
• Follow guiding specifications outlined in the Schedule of EEAM Specifications.

Skills Requirements

The tender mandates that the service provider must possess:

• Expertise in safety condition assessments, including familiarity with safety legislation, standards, and best practices.
• Qualified personnel with relevant technical and safety qualifications, such as engineers, safety specialists, and environmental officers.
• Experience in conducting safety audits and assessments in port and industrial environments.
• Proficiency in preparing detailed reports, evaluation matrices, and KPI analysis.
• Capability to implement systematic rating criteria and provide actionable recommendations.
• Knowledge of environmental and safety management systems, including ISO standards where applicable.
• Ability to operate with neutrality and objectivity, ensuring unbiased assessments.
