Objectives

The primary objective of this tender is to appoint a qualified service provider to perform external waste audits on waste management facilities (WMFs) within the Knysna Municipal Area, ensuring compliance with environmental legislation and permit conditions. The audits aim to monitor adherence to Waste Management Licences (WMLs), Environmental Management Programmes (EMPrs), and related environmental regulations, and to compile final audit reports for submission to the Licensing Authority.

Scope

The scope of work includes:

• Performing external audits of WMFs listed in section 5.1, assessing compliance with all permit, WML, and EMPr conditions.
• Monitoring authorized activities, perimeter fencing, disposal methods, and environmental impact mitigation measures.
• Evaluating specific conditions related to decommissioning, leachate management, dust, odour, noise, and health risks.
• Assessing compliance with environmental legislation, including NEMA, SEMAs, and water regulations.
• Reviewing records, sampling data, and operational procedures, including SOPs and OEMPrs.
• Considering the potential need for permit and WML variations, with recommendations documented.
• Conducting site inspections (one per WMF) and preparing reports in the DEA&DP format within 30 days of audits.
• Ensuring reports include recommendations, compliance status, and are submitted to relevant authorities.

Technical Requirements

The technical requirements for the audits include:

• Auditing against permit conditions, WMLs, EMPrs, and applicable environmental legislation.
• Assessing compliance with water management, leachate treatment, dust, odour, noise, and health risk controls.
• Reviewing monitoring and sampling records, including water quality analyses.
• Evaluating decommissioning procedures and closure reports where applicable.
• Monitoring surface and sub-surface flow, surface water impacts, and compliance with General Authorisations.
• Applying ISO 14001 standards and best practices in environmental auditing.
• Using a standardized DEA&DP report format, including executive summaries, findings, compliance ratings, and recommendations.
• Final reports to be comprehensive, including photographic records, compliance tables, and appendices.

Skills and Skills Requirements

The successful service provider must demonstrate:

• Proven experience in environmental audits of waste management facilities, with at least 4-5 similar projects completed in the last 8 years.
• Extensive knowledge of South African environmental legislation, including NEMA, Waste Act, and water regulations.
• Competence in conducting audits in accordance with ISO 14001 standards.
• Qualified personnel, including:
• Project Manager: Degree/Diploma in Environmental Science, Management, or Engineering; registered with a relevant professional body; 2-4 years’ experience in waste facility audits; 5-10 years’ overall experience.
• Supporting Staff: Similar qualifications and experience as the Project Manager, with 2-4 years’ experience in waste audits and 5-10 years’ overall experience.
• Ability to interpret water sample analyses and assess environmental impacts.
• Capability to prepare detailed, standardized audit reports, including compliance ratings and recommendations.
• Experience in site inspections, sampling, record review, and environmental legislation compliance monitoring.
• Capacity to deliver reports within specified timeframes, with punctuality and professionalism.
• Knowledge of environmental management systems, including OEMPrs and SOPs.
• Ability to recommend permit variations where necessary and to communicate findings effectively to authorities and stakeholders.
