Objectives

The primary objective of this tender is to appoint a qualified contractor to provide a comprehensive 36-month garden maintenance service at Trompsburg Magistrate Office. The goal is to ensure the upkeep, routine gardening, and general maintenance of the specified premises in accordance with the department’s standards and specifications, fostering a well-maintained and safe environment.

Scope

The scope of work includes:

• General maintenance and routine gardening at Trompsburg Magistrate Office for a period of 36 months.
• Maintenance of lawns, shrubs, roses, perennial and tuberous plants, trees, and annual seedlings.
• Cleaning of roads, sidewalks, footpaths, paved areas, stormwater canals, and paved surfaces.
• Pest control, weed eradication, and rubble removal.
• Fire belt clearing and general responsibility for landscape upkeep.
• Application of fertilizers, mulching, pruning, watering, and other horticultural practices.
• Monitoring and maintenance of irrigation systems, including repairs and adjustments.
• Management of trees, including pruning, removal of dead branches, and water basin maintenance.
• Adherence to health, safety, and environmental standards, including PPE and hazard management.

Technical Requirements

The technical requirements specify:

• Provision of all labor, tools, machinery, and materials necessary for the execution of the scope of work.
• Use of approved horticultural practices and standards.
• Supply of protective clothing and PPE for all workers.
• Maintenance and operation of specified garden equipment, including lawnmowers, trimmers, and irrigation systems.
• Regular site inspections, record-keeping, and reporting as per the contract specifications.
• Compliance with health, safety, and environmental legislation, including risk assessments, safety plans, and incident reporting.
• Adherence to the specifications for fertilization, mulching, pruning, watering, pest control, and waste removal.
• Participation in site meetings and adherence to instructions from the Department’s representatives.

Skills and Qualification Requirements

The tenderer must demonstrate:

• Proven experience in landscape and garden maintenance, preferably in a government or institutional setting.
• Availability of qualified and trained personnel, including supervisors and skilled workers.
• Capability to supply and operate horticultural machinery and tools as specified.
• Knowledge of and compliance with health, safety, and environmental regulations, including the Occupational Health and Safety Act and Construction Regulations.
• Ability to prepare and implement site-specific safety and risk management plans.
• Provision of PPE and safety training for all personnel.
• Capacity to keep accurate records, reports, and documentation related to work performed, safety inspections, and incident management.
• Demonstrated ability to manage waste, pest control, and irrigation systems effectively.
• Financial stability and capacity to sustain the contract over the full 36-month period.
