Objectives

The primary objective of this tender is to invite qualified service providers to repair and service air-conditioning units in courtrooms within the Umgungundlovu District, specifically in the Annex Building, High Court, Magistrate Court, and Master of High Court facilities. The aim is to ensure the proper functioning, safety, and efficiency of air-conditioning systems in judicial environments.

Scope

The scope of work includes:

• Repair and servicing of air-conditioning units in courtrooms.
• Assessment reports before commencement and upon completion, including photographic documentation and warranties.
• Compliance with Occupational Health and Safety (OHS) regulations.
• Cleaning, inspection, and testing of indoor and outdoor units.
• Checking refrigerant pressures, electrical connections, and system calibration.
• Replacement of faulty components and consumables as needed.
• Attending to breakdowns within specified response times.
• Provision of all necessary tools, materials, and personnel qualified in HVAC services.
• Adherence to environmental and safety standards, including proper disposal of refrigerants and waste.

Technical Requirements

The technical requirements include:

• Compliance with SANS standards (SANS 10147, SANS 241) and SARACCA/SAQCC regulations.
• Technicians must hold valid SAQCC Gas Category A or B registration.
• Use of genuine, SABS-approved materials and spare parts.
• Proper documentation of all work performed, including job cards and compliance certificates.
• Provision of detailed monthly reports on services rendered, parts replaced, and breakdowns attended.
• Adherence to health, safety, and environmental protocols during service delivery.

Skills Requirements

The skills and qualifications required from bidders include:

• Qualified HVAC technicians with relevant certifications (e.g., National Diploma in Mechanical Engineering, Trade Test Artisan, or equivalent).
• Registration with SAQCC Gas (Category A or B).
• Proven experience in servicing HVAC and split air-conditioning systems, especially in institutional or judicial environments.
• Ability to perform assessments, diagnostics, repairs, and preventive maintenance according to industry standards.
• Capability to prepare detailed reports, compliance certificates, and maintenance schedules.
• Demonstrated understanding of environmental regulations related to refrigerant handling and waste disposal.
