Objectives

The primary objective of this tender is to secure a 36-month cleaning service contract for the Viljoenskroon Magistrate Office, ensuring consistent, high-quality cleaning services over the contract period. The aim is to maintain a clean, hygienic, and well-maintained environment in accordance with specified standards and contractual obligations.

Scope

The scope of work includes comprehensive cleaning services at the Viljoenskroon Magistrate Office for a period of 36 months. Specific services encompass dusting, cleaning open areas, blinds, doors, windows (including high-rise), entrance and reception areas, meeting rooms, floors, elevators, furniture, interior walls, ceilings, stairs, toilets, kitchens, rubbish removal, parking areas, garages, loading zones, basements, and other specified areas. The contractor is responsible for supplying all necessary labor, equipment, cleaning materials, and consumables, and ensuring adherence to service levels and safety standards.

Technical Requirements

• Provision of cleaning services as per detailed specifications, including daily, weekly, and monthly tasks.
• Supply and maintenance of industrial-grade cleaning equipment such as vacuum cleaners, polishers, high-rise window cleaning tools, and carpet washing machines.
• Use of SABS-approved cleaning chemicals and consumables, ensuring health and safety compliance.
• Adherence to health and safety regulations, including PPE provision, hazard identification, risk assessments, and safety signage.
• Implementation of a service level agreement, including regular reporting, supervision, and quality control measures.
• Compliance with minimum labor standards, wage rates, and employment conditions as stipulated by relevant legislation.
• Participation in site inspections, security clearance procedures, and adherence to security protocols.
• Provision of detailed work schedules, resource plans, and contingency arrangements.

Skills Requirements

• Experience in commercial and institutional cleaning services, particularly in government or similar environments.
• Knowledge of health and safety legislation, including OHS Act, Construction Regulations, and PPE requirements.
• Ability to operate and maintain industrial cleaning equipment and machinery.
• Competence in hazard identification, risk assessment, and implementing safety protocols.
• Supervisory skills to manage cleaning staff, ensure quality standards, and report on service delivery.
• Understanding of environmental management and waste disposal regulations.
• Good communication skills for liaising with department representatives, staff, and security personnel.
• Ability to prepare reports, maintain records, and participate in audits and inspections.
