Objectives

The primary objective is to appoint a qualified civil engineering service provider to deliver professional engineering services for the construction and renovation of a new stock theft unit building at the Vrede Police Station in the Free State Province. The project focuses on extensive structural assessments, repairs, and upgrades to an existing facility designated as a heritage site, ensuring full compliance with safety, environmental, and statutory regulations while facilitating seamless contract administration and project handover.

Scope of Services

The appointment encompasses complete civil engineering services across six standard project stages: Inception, Preliminary Design, Detail Design, Documentation and Procurement, Contract Administration and Inspection, and Close-Out. Specific physical works include ceiling repairs and repainting, floor stripping and finishing, joinery and carpentry, wall repairs, glazing replacement, general paintwork, screed resurfacing, and signage installation. Comprehensive assessments are required for trusses, internal roof spaces, gutters, roof fixings, underground services, boundary walls, and structural cracking.

Additional services bundled into the normal fee allocation include Level One part-time construction monitoring, integration of Occupational Health and Safety Act (OHSA) specifications, quality assurance system implementation, and environmental impact assessment (EIA) management. The provider must also administer targeted procurement goals and enforce Expanded Public Works Programme (EPWP) labour-intensive requirements, including monthly demographic reporting, work opportunity tracking, and skills development verification.

Technical Requirements

• Strict adherence to national and provincial legislation, including the National Building Regulations, Environmental Conservation Act, National Heritage Resources Act, and OHSA.
• Use of documentation software compatible with the multidisciplinary professional team and employer systems.
• Submission of a critical-path baseline programme within two weeks of appointment, alongside monthly progress reports and updated Project Execution Plans (PEPs).
• Financial claims must be submitted on prescribed formats, signed by a principal, and supported by quantity surveyor certifications. Accounts must be originals; electronic copies are rejected.
• Maintenance of professional indemnity insurance with a minimum cover of R1.5 million or 15% of the construction value, whichever is greater.
• Remuneration structured on a value-based percentage model aligned with the 2023 NDPWI Scope of Engineering Services and Tariff of Fees, with annual inflation adjustments applied to time-based components.

Skills and Qualification Requirements

Bidders must operate as a civil engineering practice under the full-time supervision of an Engineering Council of South Africa (ECSA)-registered professional civil engineer or technologist. Multidisciplinary firms are permitted provided their civil engineering division meets this supervision threshold. All principals and key personnel must submit proof of current ECSA registration, certified identification documents, and detailed curricula vitae demonstrating relevant experience over the preceding five years. Personnel overseeing EPWP labour-intensive components must hold NQF Level 5 or 7 unit standards in labour-intensive construction strategy and management. Evaluation considers technical capability, financial viability, past contractual performance, and risk exposure. Preference scoring prioritizes Broad-Based Black Economic Empowerment (B-BBEE) compliance, specifically targeting enterprises owned by black people, black women, black youth, and persons with disabilities.
