Objectives

The primary objective of this tender is to procure durable woodworking tools and precision drill bits to support routine maintenance, carpentry, and facility repair operations at the designated provincial health facility. Scope

The contract covers the supply of goods only, with delivery required to the procuring institution's premises. The specific quantities and descriptions are:

• Wood Rasp Sets: Three (3) units comprising 16-pack files and rasps, including large and needle file sets, measuring 250mm.
• HSS Drill Bits: Ten (10) pieces each of quick-change hex shank High-Speed Steel (HSS) twist drill bits with titanium coating across ten diameters: 3.5mm, 4mm, 4.5mm, 5mm, 5.5mm, 6mm, 6.5mm, 8mm, 10mm, and 13mm.

Technical Requirements

• All goods must comply with applicable South African National Standards (SANS) or South African Bureau of Standards (SABS) specifications.
• Supplied items must be brand new, unused, and represent the most recent models, incorporating current design and material advancements.
• Products must be free from defects in design, materials, or workmanship and suitable for normal use under local environmental conditions.
• Delivery must be made to the specified hospital location, with all freight, handling, and insurance costs fully included in the quoted price.
• Bidders must formally confirm compliance with the detailed specification annexure and acknowledge that expired or second-hand products will be rejected.
• A mandatory warranty of twelve (12) months applies from the date of delivery acceptance, requiring the supplier to repair or replace defective items at no additional cost to the purchaser.

Skills Requirements

No specialized technical, engineering, or trade skills are required from the bidder, as this is a straightforward goods supply contract. However, bidders must demonstrate operational and financial capacity by submitting either proof of previous delivery experience in public or private health facilities or a bank statement confirming liquidity equal to at least forty percent (40%) of the quotation value. Standard supply chain management, logistics coordination, inventory tracking, and regulatory compliance capabilities are expected to ensure timely and accurate fulfillment.

• 80/20 Preference Point System: A standard South African public procurement scoring framework where eighty (80) points are awarded for competitive pricing and twenty (20) points for designated socio-economic goals. Here, the twenty points are exclusively allocated to enterprises operating within the Inanda, Ntuzuma, and Kwamashu catchment areas.
• SBD 4 & SBD 6.1 Forms: Mandatory government disclosure documents. SBD 4 requires bidders to declare any personal, familial, or business relationships with state employees to prevent conflicts of interest. SBD 6.1 is the official claim form for allocating preference points toward specific socio-economic targets.
• Prime Interest Rate Penalty: A contractual clause stating that any delay in delivery will incur daily financial deductions calculated using the prevailing prime lending rate until full performance is achieved.
• CSD Verification: Bidders must be successfully verified on the Central Suppliers Database, a national government registry used to confirm tax compliance, legal registration, and eligibility before contract award.
• GCC & SCC: General and Special Conditions of Contract that outline mutual obligations, payment terms, termination rights, dispute resolution, and anti-fraud provisions. These form an integral part of the agreement and cannot be unilaterally amended.
