Objectives

The primary objective of this tender is to source a service provider capable of delivering comprehensive background checks and verification services to the CCMA’s national, provincial, and regional offices over a period of three (3) years. The services aim to ensure that all individuals recruited into the CCMA, including employees, independent consultants, and other capacities, meet the organization's qualification and eligibility criteria. The scope extends beyond standard checks to include fingerprint criminal checks and verification of both national and international qualifications, supporting the CCMA’s mandate of dispute prevention and resolution, economic development, social justice, labour peace, and democratization of the workplace.

Scope

The scope encompasses providing background checks and verification services on an "as and when required" basis for senior and executive-level vacancies across all CCMA offices. The services include:

• Conducting criminal record checks (including fingerprint checks)
• Verification of national and international qualifications
• Employment reference checks (minimum of two per applicant)
• Credit and financial interest checks
• Verification of directorships, court cases, social media presence, SARS clearance, company and intellectual property checks
• Providing an online tool for logging and tracking checks
• Delivering results electronically within specified timeframes (typically within 4-7 working days)

The services are to be delivered to CCMA’s offices nationwide, over a contract period from 01 February 2026 to 31 January 2029.

Technical Requirements

The technical requirements include:

• Compliance with mandatory accreditation and membership with relevant professional bodies such as NAPBS and SAFPS
• Use of an online verification tool for logging and managing background checks
• Provision of comprehensive background screening services, including criminal, credit, employment, and verification checks
• Delivery of check results within specified timeframes (preferably within 4-7 business days)
• Provision of detailed project methodology and implementation plan, including milestones, responsibility matrix, and system methodology
• Ability to store and transfer data electronically securely within CCMA systems

Skills Requirements

The skills and experience required from the service provider include:

• Extensive experience in providing background checks and verification services, supported by contactable references
• Proven ability to deliver comprehensive background screening projects
• Capability to implement a structured methodology and rollout plan for service delivery
• Qualified and registered professional agents authorized to conduct vetting and background checks
• Technical proficiency in using online verification tools and electronic data management systems
• Knowledge of relevant legislation and standards related to background screening and data protection
