The primary objective of this tender is to procure a single high-precision analytical balance for laboratory operations at the Onderstepoort Veterinary Institute. The procurement aims to secure reliable, scientifically calibrated weighing equipment that meets stringent research standards while complying with South African public procurement legislation.
The scope covers the supply, delivery, and handover of one analytical balance to the ARC facility in Pretoria. It includes provision of a clear warranty/guarantee statement, a valid calibration certificate from an accredited laboratory, and complete manufacturer documentation. Suppliers must also fulfill mandatory administrative, compliance, and preference-point claim submissions alongside their commercial quotation.
No specific personnel qualifications are mandated. However, suppliers must demonstrate proven capability in supplying calibrated scientific instrumentation. Required competencies include accurate product specification matching, provision of valid accreditation certificates, warranty management, logistics coordination, and full compliance with South African supply chain governance frameworks.
80/20 Preference Point System: An evaluation model where 80 points are allocated to price and 20 points to socio-economic goals (e.g., majority Black, female, youth, or persons with disabilities ownership; Broad-Based Black Economic Empowerment Level 1–4 status; SMME promotion). This system operationalises the Preferential Procurement Policy Framework Act to advance transformation targets.
ISO/IEC 17025 Accreditation: An internationally recognised standard specifying the general requirements for the competence of testing and calibration laboratories. In this context, it ensures the calibration certificate provided is technically valid and legally defensible for research-grade measurements.
Mandatory Compliance: Bidders must be registered on the Central Supplier Database (CSD), submit completed Standard Bidding Documents (SBDs), and attach proof for any claimed preference points. Failure to comply results in automatic disqualification.
Pricing & Validity: All quotes must be in South African Rand, inclusive of VAT, delivery, insurance, and taxes. Quotations must state validity periods and expected delivery dates. The National Treasury General Conditions of Contract apply, and the procuring entity reserves the right to benchmark prices, conduct due diligence, and reject unapproved special terms.
