Objectives

The primary objective of this tender is to appoint a qualified service provider to undertake maintenance, repair, and servicing works for the barrier boom gates and traffic lights at the New England Road Landfill Site in Pietermaritzburg. The successful bidder will ensure the operational functionality of these systems at all times, supporting efficient waste management operations and traffic control at the site.

Scope

The scope of work includes:

• Provision of maintenance, servicing, and repair works for the barrier boom gates and traffic lights system at the landfill site.
• Ensuring the functionality of all hardware components, including traffic lights, boom gates, and ancillary equipment.
• Implementation of remote control operations at the weighbridge office.
• Adherence to specified specifications, standards, and legislation during execution.

Technical Requirements

The technical specifications for the project include:

• Maintenance and repair of barrier boom gates and traffic lights systems to ensure continuous operation.
• Hardware components such as traffic lights, boom gates, and related ancillary equipment.
• Remote control functionality at the weighbridge office.
• Compliance with all relevant legislation, including CIDB regulations, Occupational Health and Safety Act, and other applicable standards.
• Provision of samples (if applicable), and adherence to specified delivery periods and site inspection requirements.
• Implementation of penalties for late delivery and guarantees/warranties for a period of 12 months post-completion.

Skills and Experience Requirements

The bidder must demonstrate:

• Previous experience in installing, maintaining, or repairing barrier gates and traffic light systems, with evidence of at least two similar completed projects.
• Provision of detailed implementation plans, including management, technical personnel, and resource allocation.
• Qualified personnel with relevant certifications and expertise in civil, electrical, or mechanical engineering related to traffic control systems.
• Compliance with CIDB registration (minimum grading as specified) and registration with relevant authorities such as the Electrical Contractors Board (ECB) and Institute of Plumbing South Africa (IOPSA), where applicable.
• Ability to provide management, office, supervisory resources, and plant/equipment necessary for project execution.
• Knowledge of applicable legislation, safety standards, and environmental regulations.
