Tender Summary

Objectives

The primary objectives of this tender are to acquire advertising concessionaires for a period of five (5) years across Airports Company South Africa’s (ACSA) network of nine airports. The aim is to generate non-aeronautical revenue, enhance passenger experience through strategic advertising placements aligned with passenger journeys, and support ACSA’s vision of operating world-class airports. The bid seeks to establish partnerships with qualified concessionaires to manage advertising opportunities in specified airport locations, thereby diversifying revenue streams and strengthening ACSA’s commercial portfolio.

Scope

The scope encompasses the acquisition and management of advertising concessionaires across nine airports in South Africa, including O.R. Tambo, Cape Town, King Shaka, Gqeberha, East London, George, Bloemfontein, Kimberley, and Upington. The advertising opportunities include:

  • Passenger mobility infrastructure (lifts, travelators, escalators, airbridges) – 26 sites
  • Airport access roadways and building facades – 117 sites
  • Arrivals journey (domestic and international) – 75 sites
  • Departures journey (domestic and international) – 56 sites
  • Public concourse areas within terminals – 47 sites

The bid excludes activation sites managed in-house by ACSA and certain portfolio segments allocated through separate processes aligned with transformation imperatives. Successful bidders will be limited to a maximum of two opportunities each, with restrictions on cross-shareholding to prevent conflicts.

Technical Requirements

The technical requirements include:

  • Provision of advertising infrastructure at designated sites, compliant with ACSA standards and security protocols.
  • Implementation of advertising content management, subject to ACSA approval to prevent offensive or inappropriate content.
  • Vacancy management through filler ads, with ACSA reserving the right to utilize unsold inventory up to 5% at no charge.
  • Security vetting and permits for site access, including foreign national site visits with background checks and appropriate documentation.
  • Adherence to safety, security, waste management, and operational procedures, including training prior to site activities.
  • Maintenance of insurance coverage, including proof of insurance prior to contract signing.
  • Content approval processes and restrictions on sub-letting or unauthorized site content modifications.

Skills Requirements

The tender stipulates that bidders must demonstrate:

  • Relevant experience in Out-of-Home (OOH) and advertising media, supported by company profiles and reference letters (minimum thresholds apply).
  • Proven ability to hold advertising rights, evidenced by reference letters from rights issuers.
  • Experience in selling advertising media to third parties, supported by reference letters from media buyers or brands.
  • Capability to develop and execute comprehensive master plans, including architectural design, innovation, and marketing strategies.
  • Resources and project management expertise, including human resources, financial projections, and implementation plans.
  • Ability to develop and deliver effective marketing plans to promote the advertising opportunities.
  • Understanding of security, legal, and compliance requirements, including confidentiality, interest declarations, and adherence to legislation.
  • Financial capacity to meet minimum rental rates, deposits, and operational costs.
  • Knowledge of B-BBEE compliance and transformation plans, with supporting documentation for preference scoring.

Joint Ventures, Consortia and Subcontracting:

Most large tenders are composed of tasks in a number of different fields, and it is not always possible for a single company to cater for all of them, and therefore Joint Ventures and Consortia are formed to then submit a tender together.

Government tenders are also requiring the subcontracting of a percentage of the tender work, and the trouble is then finding Subcontractors to comply with the tender requirements

To assist companies with finding tender partners and subcontractors, you can now submit your contact details and company information on this page, so other interested parties can contact you for purposes of forming Joint Ventures and subcontracting

You will need to supply your details on every tender you are interested in tendering for. For this you need an active Business Listing - Register and Login at My Account to create a Business Listing

NOTE: This is not a tender application form, it is meant to facilitate the meeting of partners to form a Joint Venture or Subcontractor relationship for this tender only
