Objectives

The primary objective of this tender is to establish a panel of qualified service providers for the supply and delivery of gases—specifically Argon Baseline Gas, Helium Baseline Gas, Nitrogen Baseline Gas, and Synthetic Air—to Lepelle Northern Water's Central Laboratory over a period of five years. The aim is to ensure uninterrupted, high-quality gas supply to support laboratory operations, calibration, and analysis activities, thereby maintaining accreditation standards and operational efficiency.

Scope

The scope of the tender includes:

• Supply and timely delivery of specified gases in 50 Litre cylinders (17.5 kg) with maximum impurity limits.
• Provision of related services such as transportation, delivery, and cylinder rentals over a five-year period.
• Adherence to specified technical and quality standards for gases and delivery processes.
• Utilization of a panel of service providers based on laboratory specifications, with services rendered only upon authorization from Lepelle Northern Water.
• Implementation of a procurement process involving evaluation on functionality, price, and preference points, with a maximum contract period of 60 months.

Technical Requirements

The technical requirements encompass:

• Provision of gases with impurities within maximum allowable limits.
• Supply of gases in 50 Litre cylinders, suitable for laboratory analysis instruments such as ICP-MS and TOC analyzers.
• Delivery of gases on schedule to support continuous laboratory operations.
• Compliance with ISO 17025:2017 standards and internal quality policies of Lepelle Northern Water.
• Provision of proof of delivery vehicles, training certificates, and references demonstrating experience in supplying analytical gases.
• Adherence to safety, health, and environmental regulations during supply and delivery.

Skills and Experience Requirements

Applicants must demonstrate:

• At least five years of experience in supplying and delivering gases to laboratory environments.
• Proven track record with traceable references of successful gas supply projects in similar settings.
• Qualified personnel with relevant training or competency certificates (e.g., Hazchem training) for handling gases.
• Capability to provide delivery vehicles and cylinder rentals as per the specified quantities and standards.
• Compliance with all health and safety regulations and quality standards applicable to gas supply services.
• Ability to submit necessary documentation such as tax compliance certificates, CSD registration, and proof of experience.
