Objectives

The primary objective of this tender is to appoint a service provider to deliver advertising services for Johannesburg Water. This includes placing tenders, vacancies, and general notices in targeted newspapers to inform the public and interested stakeholders, ensuring maximum exposure and compliance with Johannesburg Water's requirements.

Scope

The scope of work involves:

• Placing advertisements mainly in the Citizen and Sowetan newspapers, covering tenders, vacancies, and general notices.
• Ensuring advertisements are in the correct sections, appropriate size, and placed on the specified dates.
• Managing relationships with newspaper houses, including securing space, proofreading drafts, and ensuring timely placement.
• Providing digital proofs of advertisements within 24 hours of placement.
• Making provisions for urgent ad hoc placements when necessary.
• Maintaining good relationships with media houses and ensuring credit facilities are in order.
• Adhering to Johannesburg Water's formatting and content requirements.

Technical Requirements

The technical requirements include:

• Attaching valid signed support letters or credit facility confirmation from newspapers/media houses.
• Providing proof of previous experience through signed purchase orders or reference letters related to advertising services.
• Placing advertisements in two national newspapers of general circulation (daily and Saturday editions).
• Ensuring advertisements meet specified dimensions (height, number of columns, and area in cm²).
• Maintaining a contract duration of up to R750,000 or six months on a month-to-month basis.
• Providing digital proofs and tear sheets promptly after placement.
• Ensuring advertisements are correctly placed in designated sections and formats, with corrective actions at own cost if misplaced.

Skills Requirements

The successful service provider must demonstrate:

• Experience in managing advertising placements in national print media, with proven track records.
• Ability to liaise effectively with newspaper houses and Johannesburg Water officials.
• Proficiency in proofreading and preparing advertisements according to specified formats.
• Capacity to handle urgent placements and provide timely proofs and tear sheets.
• Strong relationship management skills with media outlets.
• Compliance with all legal and contractual obligations, including adherence to procurement policies and privacy regulations.
