Objectives

The primary objective of this tender is to appoint a Professional Service Provider (PSP) to conduct annual Water Use License (WUL) audits for various water-use activities associated with projects undertaken by uMngeni-Uthukela Water. The audits aim to ensure compliance with relevant environmental legislation, verify adherence to license conditions, and support environmental management and regulatory reporting.

Scope

The scope includes:

• Conducting annual compliance audits of water use activities at specified sites, including projects like dams, pipelines, treatment works, and other infrastructure.
• Auditing ten (10) WULs issued to uMngeni-Uthukela Water, with records maintained by the PSP.
• Ensuring compliance with license conditions, liaising with authorities and stakeholders, and preparing detailed audit reports.
• Providing training and induction to relevant staff and contractors regarding license requirements.
• Delivering comprehensive audit reports that evaluate compliance, highlight non-conformances, and recommend corrective actions.
• Supporting the project timeline from May 2026 to December 2026, with specific deliverables including site evaluations, training, and report submissions.

Technical Requirements

The technical requirements include:

• Appointing a PSP with relevant environmental, water management, or engineering qualifications.
• Key personnel must have at least an Honours Degree in Social Science, Natural Sciences, Environmental Sciences, Environmental Engineering, or Agricultural Engineering.
• The audit leader must be professionally registered with SACNASP or a relevant body.
• Experience in WUL audits, with a minimum of three (3) relevant projects undertaken in the past ten years, supported by reference letters and CVs.
• Developing a detailed method statement outlining the approach to audits, legislative application, risk management, and value addition, not exceeding five pages.
• Ensuring compliance with applicable legislation such as the National Water Act, NEMA, Waste Act, Heritage Resources Act, and Minerals and Petroleum Resources Development Act.
• Delivering audit reports that include compliance evaluation, non-conformance measures, evidence of license adherence, and recommendations.

Skills Requirements

• Strong understanding of water legislation, environmental laws, and water resource management.
• Good communication skills, both verbal and written, for liaising with authorities, stakeholders, and project teams.
• Experience in conducting environmental and water use compliance audits.
• Ability to prepare detailed technical reports and present findings clearly.
• Project management skills to coordinate site evaluations, training, and report submissions within tight deadlines.
• Competence in risk management, quality assurance, and adherence to legislative requirements.
