Objectives

The primary objective of this tender is to appoint a competent service provider to perform maintenance, servicing, and supply parts for transformers at the SABC Auckland Park Campus. This is a once-off project aimed at restoring reliability, protecting electrical infrastructure, and optimizing electricity usage and costs across all transformer units at the site.

Scope

The scope encompasses comprehensive maintenance and servicing of a total of 31 transformers located at the SABC Auckland Park Campus, including:

• Transformers in Sub A, B, C, D, and Ground Floor Substations
• Chiller Plant Transformer
• 20 TV side transformers

Specific transformers include:

• Sub A & B Transformers (2x 1500kVA each)
• Sub C Transformer (1000kVA)
• Sub D Transformers (2x 1500kVA)
• Ground Floor Sub (500kVA)
• Chiller Plant Transformer (600kVA)
• TV Side Transformers (20 units)

The scope also involves ensuring compliance with safety standards, including the provision of a compliant Safety File as per OHS Act regulations, prior to commencement.

Technical Requirements

The technical requirements include:

• Provision of maintenance services for transformers operating at medium voltage (11kV) to low voltage (400V)
• Carrying out detailed transformer tests such as ratio, pressure, and iron/copper losses
• Oil isolation, draining, re-gasking, refilling with virgin oil, and purification (including four circulations)
• Replacement of silica gel and sampling for analysis
• Preparation and submission of a comprehensive project plan, including a Gantt chart with timelines
• Compliance with safety standards and submission of a compliant Safety File

Skills and Qualification Requirements

The bidder must demonstrate:

• A CIDB Grading of minimum 3EP; valid certificate to be submitted at closing and award
• Experience with transformer maintenance for medium voltage (11kV) to low voltage (400V) transformers, supported by at least three reference letters or completion certificates from different clients
• Minimum of five (5) years’ experience in transformer maintenance, evidenced by a company profile
• Qualified artisan electricians with the following certifications and experience:
• Trade test certificate and CV indicating at least 10 years’ experience in transformer maintenance
• Operation of Medium Voltage Network Certificate with minimum 7 years’ experience in switchgear and transformer maintenance
• Three Phase Wireman’s License with at least 7 years’ experience in medium voltage
• Project team CVs with relevant professional and academic certificates, up-to-date within six months
• Ability to develop and submit a detailed project plan with clear timelines
