Objectives

The primary objective of this tender is to establish a panel of qualified civil contractors (Grade 6CE or higher) to undertake infrastructure projects related to water and sanitation within the Masilonyana Local Municipality. The panel aims to facilitate the implementation, maintenance, and extension of water and sanitation infrastructure over a period of three years, as required by the municipality.

Scope

The scope of work includes, but is not limited to:

• Bulk infrastructure units such as raw water abstraction, water treatment works (WTW), boreholes, pump stations, reservoirs, wastewater treatment works (WWTW), sewers, pump stations, pipelines, SCADA systems, earthworks, rising mains, reticulation, standpipes, valves, water meters, protection works, river crossings, fencing, break pressure tanks, pressure reducing valves, structural buildings, and reservoirs.
• All works are located within the municipal area of Masilonyana, with access via provincial and local roads, including gravel roads requiring All Terrain Vehicles.
• Potential variations in scope due to capital investment programs, with additions and subtractions negotiated on a case-by-case basis.
• Provision of civil infrastructure works for water and sanitation, including refurbishment, upgrade, maintenance, and supervision of mechanical and electrical installations.

Technical Requirements

The technical requirements encompass:

• Registration in CIDB contractor grading designation 6CE or higher.
• Compliance with quality assurance standards, including the implementation of a QA system in line with SANS 1921 – 1:2004, Clause 4.4.
• Use of materials and workmanship of the highest quality, with testing arranged through approved laboratories.
• Provision of a certificate of compliance upon completion of works, with a guarantee of one year post-installation.
• Adherence to health and safety standards, including the preparation of safety files and measures to prevent COVID-19 and HIV transmission.
• Provision of all necessary plant, equipment, and skilled personnel, with evidence of ownership or lease arrangements.
• Implementation of a comprehensive quality management system, including documentation and independent audits.
• Completion of all works within the specified timeframe, with provisions for variations and extensions.
• Compliance with all relevant legal, environmental, and municipal regulations.
