Objectives

The primary objective of this tender is to appoint a service provider capable of producing a Television Commercial (TVC) for the Special Investigating Unit (SIU). The TVC aims to showcase the SIU's work, particularly focusing on the investigations related to the National Student Financial Aid Scheme (NSFAS), and to highlight the savings the SIU achieves for the country. The service provider will be responsible for the entire production process from conceptualization to post-production.

Scope

The scope of work includes:

• Producing one (1) television commercial with a maximum duration of 1 minute, along with various cutdowns for multiple media outlets.
• The TVC should promote the SIU's activities and achievements, especially in relation to NSFAS investigations.
• Deliverables include:
• A full production file with all contents labeled and organized.
• The 1-minute TVC.
• A shortened version of 15-30 seconds.
• A silent cut of the ad (no dialogue) of 15-30 seconds.
• A 15-second cut-down version of the TVC.
• The TVC must be shot in both landscape (16:9) and vertical (9:16) aspect ratios.
• Final delivery date is set for 10 July 2026, with the production schedule to be provided alongside the bid.
• All production costs, including sourcing talent, equipment, personnel, transportation, and licensing, must be included in the quotation.

Technical Requirements

The technical specifications for the TVC include:

• Production of a 1-minute commercial with variations for different media formats.
• Shooting in both landscape (16:9) and vertical (9:16) formats.
• All quotations must be inclusive of sourcing talent, equipment setup and operation, personnel, transportation, and licensing of music.
• Delivery of the final TVC and all cutdowns in specified formats and within the stipulated timeline.
• Provision of a production schedule and adherence to the project timeline.

Skills and Experience Requirements

The successful bidder must demonstrate:

• Proven experience in producing television commercials, particularly those aligned with similar briefs or themes.
• Ability to manage end-to-end production processes, including pre-production, shooting, and post-production.
• Established network of reliable service providers (talent, equipment, etc.) with supporting agreements to ensure smooth production.
• Capability to deliver high-quality content that meets the technical and creative standards specified.
• Experience in working with government or public sector clients is advantageous.
• Provision of CVs for key personnel, such as the producer or project manager, involved in the production.
