Objectives

The primary objective of this tender is to appoint a contractor for the design and construction of a concrete plinth (slab), supply and installation of 10 prefabricated structures, electrification, external works, and related infrastructure at Mazizini SSS and Mathumbu SSS. The project aims to deliver public infrastructure using labour-intensive methods where possible, creating temporary employment opportunities for local unemployed people and providing skills development. The contractor shall ensure compliance with relevant legislation, promote local employment, and deliver sustainable infrastructure aligned with the Department of Education’s objectives.

Scope

The scope includes:

• Design and construction of concrete plinth (slab).
• Supply and installation of 10 prefabricated structures (prefabs).
• Electrification and external works related to the infrastructure at Mazizini SSS and Mathumbu SSS.
• Provision of professional services including but not limited to occupational health and safety, geotechnical services, construction monitoring, and quantity surveying.
• Engagement of local labour, SMMEs, and ensuring compliance with local content and employment targets.
• Coordination with authorities regarding existing services, site access, and safety measures.
• Implementation of environmental, health, and safety standards as per legislation and project specifications.

Technical Requirements

The technical requirements include:

• Compliance with the Occupational Health and Safety Act No. 85 of 1993, Construction Regulations 2014, and related standards, including COVID-19 regulations.
• Preparation and submission of a comprehensive health and safety plan, risk assessments, method statements, and safety files.
• Appointment of qualified and registered professionals and safety officers, with proof of registration and competency.
• Provision of adequate PPE (hard hats, safety boots, gloves, eye and hearing protection, fall arrest equipment, etc.) and ensuring their proper use and maintenance.
• Implementation of site-specific safety measures, signage, demarcation, and emergency preparedness including fire safety and first aid facilities.
• Proper management of hazardous materials, asbestos, and chemicals, with safe storage, handling, and disposal procedures.
• Regular site inspections, audits, and monitoring of health and safety compliance, with documented records.
• Coordination with authorities for services relocation, site access, and security arrangements.
• Adherence to environmental management practices, waste control, and pollution minimization.
• Employment of local labour and SMMEs, with monitoring and reporting on job creation and local content targets.
• Provision of detailed technical drawings, designs, and documentation within specified timeframes.
• Compliance with all relevant legislation, standards, and project-specific specifications.
