Objectives

The primary objective of this tender is to appoint a qualified contractor to carry out the refurbishment of 32 Schoeman Street in the Capricorn District. The project aims to upgrade and rehabilitate the existing infrastructure within a period of 4 months, ensuring compliance with relevant standards and promoting local employment opportunities through the Expanded Public Works Programme (EPWP).

Scope

The scope of work includes, but is not limited to:

• General refurbishment and upgrading of the building at 32 Schoeman Street.
• Electrical system upgrades, including installation of new LV distribution cables, distribution boards, and electrical infrastructure.
• Internal installations such as conduits, trunking, cable trays, conductors, earth conductors, socket outlets, and power skirting.
• Provision of earthing and lightning protection systems.
• Labour-intensive construction activities aligned with EPWP guidelines.
• Engagement of local workers, including management and supervisory staff with relevant skills and qualifications.

Technical Requirements

The technical requirements encompass:

• Adherence to CIDB contractor grading of 3EB or higher.
• Compliance with the CIDB Standard for Uniformity in Construction Procurement (August 2019) and relevant legislation.
• Implementation of labour-intensive methods in accordance with EPWP guidelines.
• Provision of necessary tools, safety measures, and qualified personnel including site managers, electricians, and safety officers.
• Submission of all required documentation, including CIDB registration, tax clearance, and proof of previous experience.
• Implementation of environmental and safety standards, including occupational health and safety compliance.

Skills Requirements

The skills and qualifications required from the contractor and key personnel include:

• Contractor: CIDB grading of 3EB or higher, registration on the Central Supplier Database (CSD), and a valid CIDB certificate.
• Electrical Artisan: NQF Level 6 in Electrical Engineering, Wiremans Licence, with at least 2-5 years of relevant experience.
• Safety Officer: NQF Level 6 with SAMTRAC certification and SACPCMP registration, with relevant occupational health and safety experience.
• Site Manager: NQF Level 6 or higher in Electrical Engineering, with over 5 years of relevant experience in electrical works.
• Labour and Management Staff: Skilled in labour-intensive construction methods, with appropriate training and experience in EPWP projects.

Additionally, key personnel must provide CVs, professional registration certificates, and proof of qualifications. The contractor must also demonstrate capacity in resource availability, including vehicles and equipment, and compliance with safety and environmental standards.
