Objectives

The primary objective of this tender is to appoint a Higher Education Institution to deliver an Entrepreneurship Development Programme to 120 unemployed agricultural graduates in KwaZulu-Natal. The programme aims to mainstream youth participation in the agricultural sector through targeted training, practical skills development, and placement, thereby supporting the Department of Agriculture and Rural Development’s strategy to increase youth employment and sector participation over a period of 36 months.

Scope

The scope of work includes:

• Provision of a NQF Level 5 entrepreneurship training programme to 120 unemployed graduates, structured in 8 blocks over 36 months.
• Training delivery at two sites: Cedara College (Pietermaritzburg, Hilton area) and Owen Sithole College (Empangeni area).
• Training in two groups of 60 participants each, with practical on-the-job components.
• Institution to provide facilitators, training materials, and assessment of participants’ Portfolio of Evidence (POE).
• Department to provide transport, meals, venue, accommodation, and facilitators for the training sessions.

Technical Requirements

The technical requirements include:

• Delivery of accredited NQF Level 5 entrepreneurship training structured in 8 blocks.
• Provision of facilitators and learning materials for both training sites.
• Assessment and certification of graduates upon successful completion.
• Submission of participant POEs and adherence to training standards.
• Compliance with relevant accreditation and quality assurance standards (e.g., DHET, CHE, SAQA).
• Provision of a detailed training plan, including timelines, content, and assessment methods.
• Adherence to health and safety, and other relevant legal and institutional standards.

Skills Requirements

Applicants must demonstrate:

• Proven experience in delivering accredited entrepreneurship or business development training at NQF Level 5 or higher.
• Capacity to develop and implement structured training programmes with practical components.
• Ability to assess and certify learners according to national standards.
• Experience in working with youth, especially unemployed graduates, in rural or agricultural contexts.
• Qualified facilitators with relevant academic and industry expertise.
• Strong project management and reporting skills to ensure programme delivery within stipulated timelines.
• Compliance with all regulatory and quality assurance requirements as stipulated by DHET, CHE, and SAQA.
