Objectives

The primary objective of this tender is to appoint a management contractor to oversee the siting, drilling, refurbishment, testing, equipping, and energizing of boreholes, as well as the construction of rising mains, elevated storage tanks, and associated infrastructure at Waterval - Section B Mahonisi and Elim Mpheni in Makhado Local Municipality. The goal is to improve access to basic water supply for communities by providing sustainable water sources, bulk water supply, and storage infrastructure, ultimately enhancing the quality of life for residents in these areas.

Scope

The scope of work includes:

• Siting, drilling, testing for yield and water quality, equipping, and energizing boreholes at two sites.
• Construction of pump houses, fencing, and connection to existing municipal pipelines.
• Assessment, refurbishment, and possible redrilling of existing boreholes.
• Design, development, and management of the water supply infrastructure, including pipelines, tanks, and reticulation systems.
• Decommissioning of previous boreholes and pipework where necessary.
• Provision of professional engineering services, including site investigations, geophysical surveys, and hydrogeological assessments.
• Monitoring, supervision, quality control, and project management activities.
• Compliance with environmental, health, and safety standards throughout the project.

Technical Requirements

The technical requirements specify:

• Adherence to NEC3 Engineering and Construction Contract – Option F.
• Use of appropriate drilling, testing, and equipping methods compliant with DWS standards.
• Installation of boreholes with fully screened casings, gravel packs, and GPS registration.
• Development of boreholes through pump testing, water quality sampling, and aquifer parameter analysis.
• Construction of elevated tanks, reticulation pipelines, and pump houses with specified capacities and security features.
• Implementation of environmental management, safety, and quality control measures.
• Provision of detailed design reports, BOQs, as-built drawings, and operational manuals.
• Compliance with relevant South African standards (SANS 1200 series, SANS 241-1:2015, etc.) and environmental legislation.

Skills Requirements

The tenderer must demonstrate the following skills and experience:

• Proven experience in municipal water infrastructure projects, including borehole drilling, refurbishment, and pipeline installation.
• Contractor grading of CIDB 3CE or higher, with valid registration and recognition.
• Capability to undertake geophysical surveys, hydrogeological investigations, and aquifer testing.
• Qualified personnel including:
• Civil Engineer/Contracts Manager (Pr Eng or Pr Tech Eng registered with ECSA)
• Geohydrologist (registered with SACNASP)
• Site Agent, Foreman, and Health & Safety Officer with relevant experience
• Ability to manage multidisciplinary teams, ensure quality control, and adhere to environmental and safety standards.
• Capacity to prepare detailed design reports, BOQs, and project documentation.
• Experience in project management, scheduling, and stakeholder communication.
• Proficiency in using project management software (e.g., MS Project) and reporting tools.
