Objectives

The primary objective of this tender is to appoint a qualified multi-disciplinary professional team to provide services for the reinstatement of the HVAC system at the existing theatres in Rk Khan Hospital. The project aims to restore reliable HVAC functionality to enable safe surgical activities, improve ventilation, airflow, and cooling efficiency within the constraints of the existing building structure. It also seeks to enhance system reliability and maintainability, reduce infection risks through improved filtration and air handling, and support ongoing surgical operations until new theatres are constructed in the future redevelopment plan.

Scope

The scope includes:

• Provision of professional services by a team comprising Architect, Quantity Surveyor, Civil Engineer, Structural Engineer, Electrical Engineer, Mechanical/Fire Engineer, and Pa (Principal Agent).
• Design and implementation of interim HVAC improvements, including selective upgrades such as HEPA filtration, airflow redirection, new theatre doors, external duct insulation, minor architectural repairs, and possible relocation of the UPS.
• Addressing structural constraints like limited plant room space, ceiling voids, exposed pipes, and congested service ducts.
• Ensuring compliance with fire and safety standards, life-safety, and infection control considerations.
• Phased emergency intervention to restore minimal HVAC functionality, with a focus on stabilizing operations rather than full compliance.
• Coordination of design, procurement, and construction activities, including site inspections, project management, and stakeholder engagement.

Technical Requirements

The technical requirements specify that:

• The team must include registered professionals in their respective disciplines, with specific registration requirements (e.g., SACAP, SACQSP, ECSA).
• Design solutions must consider existing structural and spatial constraints, with phased implementation to minimize operational disruption.
• HVAC system design must incorporate improved filtration, airflow management, and energy efficiency measures, aligned with fire and infection control standards.
• Design and documentation must follow relevant engineering and architectural standards, including compliance with safety and health regulations.
• All services must be delivered within the project timeline of approximately 14 months, with phased milestones and regular site meetings.
• Design solutions should be cost-effective, compatible with long-term redevelopment plans, and adaptable to future theatre construction.

Skills Requirements

The tender requires the following skills and qualifications:

• Professional Registration: All team members must be registered with the relevant professional councils (SACAP, SACQSP, ECSA).
• Experience: Minimum of five years post-registration experience in their respective disciplines, with demonstrated experience in hospital HVAC systems, building services, or similar complex projects.
• Technical Expertise: Proven ability to design HVAC systems within constrained environments, address infection control, fire safety, and energy efficiency.
• Project Management: Ability to coordinate multi-disciplinary teams, manage phased construction, and deliver within strict timelines and budgets.
• Documentation & Compliance: Skills in preparing detailed design, technical reports, and ensuring adherence to standards and regulations.
• Communication & Stakeholder Engagement: Effective communication skills for liaising with hospital staff, contractors, and regulatory bodies.
