Objectives

The primary objective of this tender is to establish a panel of qualified contractors to install engineering services, specifically water and sewer infrastructure, for the Free State Department of Human Settlements. The panel aims to facilitate the delivery of sustainable human settlements by ensuring the construction of durable and high-standard water and sewer networks in various districts of the Free State Province. The initiative seeks to address municipal housing needs, upgrade informal settlements, and support infrastructure development in line with the Housing Code of 2009.

Scope

The scope involves the appointment of contractors on an "as and when required" basis over a period of 36 months. Contractors will undertake infrastructure projects including water and sewer reticulation networks, roads, and stormwater systems across different districts. The scope covers verification of documents, installation, supervision, and related services necessary for infrastructure delivery, with the flexibility to execute projects as they arise within the specified period.

Technical Requirements

• Registration with the Construction Industry Development Board (CIDB) in grades 8CE to 9CE.
• Demonstrated experience in constructing water and sewer projects, with evidence such as appointment letters and completion certificates for projects completed since January 2018.
• Provision of qualified personnel including project managers, site agents, foremen, and specialists with relevant experience and qualifications.
• Ownership or leasing of plant and equipment such as TLBs, excavators, water trucks, graders, and other machinery, supported by valid certificates and proof of ownership or leasing arrangements.
• Compliance with health, safety, and environmental legislation, including valid COIDA certificates.
• Submission of valid tax compliance status and registration on the Central Supplier Database (CSD).
• Adherence to quality standards, inspection, testing, and analysis procedures as specified.

Skills Requirements

• Proven experience in civil engineering projects related to water and sewer infrastructure, with references and project documentation.
• Qualified and experienced project management personnel with a minimum of 5 years of relevant experience.
• Skilled site personnel including site agents and foremen with appropriate trade and safety certifications.
• Ownership or leasing of necessary construction equipment, with valid supporting documentation.
• Knowledge of relevant legislation, standards, and best practices in infrastructure construction and safety.
• Ability to coordinate and supervise on-site activities, ensuring quality and timely delivery.
• Capacity to undertake multiple projects simultaneously, demonstrating organizational and logistical skills.
