Objectives

The primary objective of this tender is to appoint a panel of contractors for the supply, delivery, and installation of high mast lights within Thembisile Hani Local Municipality. The contract aims to facilitate the design, engineering, procurement, installation, testing, commissioning, and handover of high mast lighting structures, floodlights, and associated electrical components on an "as and when required" basis over a period of 36 months.

Scope

The scope of work includes:

• Design, supply, delivery, off-loading, erection, installation, commissioning, and testing of high mast lighting structures, including floodlights and control panels.
• Complete engineering of works, including geotechnical, civil, structural, mechanical, and electrical aspects.
• Provision of all necessary materials, equipment, temporary works, and accessories required for full operational readiness.
• Development of detailed designs, engineering calculations, and construction drawings for approval prior to construction.
• Testing, commissioning, and certification of compliance with relevant standards (e.g., SANS 0142).
• Maintenance and warranty services for specified periods.
• Coordination with local authorities, community liaison, and adherence to health, safety, and environmental regulations.

Technical Requirements

The technical specifications include:

• High mast poles of 9.2m length, galvanized steel, with specified load capacities and corrosion protection per SANS standards.
• LED luminaires designed for Class B roads, with photometric data verified by certified laboratories, and compliant with IEC 60598-2-3 or equivalent standards.
• Solar-powered lighting options with integrated solar panels, batteries, controllers, and sensors, meeting specified efficiency and durability criteria.
• Floodlights and high mast luminaires must be vandal-resistant, IP66 rated, and constructed with corrosion-proof materials.
• All electrical components, including control units, must meet relevant SANS standards and be certified accordingly.
• Installation procedures must comply with safety, structural, and electrical standards, including earthing, lightning protection, and service connection protocols.

Skills Requirements

The tenderer must demonstrate:

• Proven experience in designing, manufacturing, and installing high mast lighting systems, including solar and floodlighting solutions.
• Qualified personnel, including Professional Engineers (PrEng) registered with ECSA, with relevant expertise in structural, electrical, and civil engineering.
• Capability to develop detailed engineering designs, conduct site assessments, and perform geotechnical studies.
• Compliance with occupational health and safety regulations, including the preparation of comprehensive health and safety plans.
• Quality management systems compliant with SANS 9001 or equivalent.
• Experience in community liaison, coordination with local authorities, and environmental management.
• Ability to produce and manage detailed programmes of work, including design review, construction, and commissioning schedules.
• Capability to provide warranties, maintenance, and after-sales support for the duration of the contract.
